Can detained militants perform a miracle? | | | Early Times Report JAMMU, Nov 9: New Delhi's interlocutors on Kashmir are scheduled to arrive in Srinagar again shortly. The visiting team was fascinated by the `positive response' shown by detained militants in Srinagar Central Jail during their previous visit. According to Dileep Padgoanker, the detained militants have a `peace plan' which they want to discuss with the interlocutors. But do detained militants matter in contemporary Kashmir? According to a renowned psychiatrist, detained militants are always in high spirits. But once they come out, they find it very difficult to `make an impact'. Mostly the bread and butter issues worry them. There are two organizations of former/released militants operating in Kashmir. Kashmir Salvation Movement (KSM) headed by detained leader Zaffar Akber Bhat and Peoples Rights Movement (PRM) headed by Abdul Qadeer Dar. KSM is an important constituent of Mirwaiz Hurriyat and issues political statements very often. It also holds seminars like rest of the separatist organizations and is not in a position to put forth a formula for Kashmir resolution independently. KSM created a stir in the Mirwaiz led Hurriyat last year after senior separatist leader Fazal Haque Qureshi was shot at by unidentified persons outside his Soura residence. KSM along with other constituents sought restructuring of the Hurriyat Conference. Till date, it has not succeeded and this speaks volumes about its relevance in contemporary Kashmir. PRM is more a social organization and seeks rehabilitation of former militants. It has issued a few political statements. However, it has been appreciated for its work on torture. It is mainly confined to north Kashmir and has microscopic presence elsewhere. Kashmir has drastically changed during the past few years. The Hizbul Mujahideen supreme commander, Syed Salah-u-Din's effigy was torched in Srinagar three months ago when he issued a statement on on-going agitation. He had to issue a statement to explain his position. Similarly slogans were chanted against Syed Ali Geelani as well. If these two persons are taken to task by the people, what can the detained militants do? The interlocutors must go to central jail to listen to the militants but they must stop believing that they (detrained militants) can perform a miracle. |
