First Railways project to come up in Jammu Kashmir | (Behind the veil) | | Early Times Report Jammu,February 25:-The Railways Minister,Mamta Banerjee,has one good news for the people of Jammu and Kashmir.While presenting the rail budget for the year 2011-2012 in the Lok Sabha today she announced setting up one Rail bridge factory in the troubled state.And once the factory becomes functional it would play a key role in tackling the problem of unemployment in Jammu and Kashmir. It is for the first time that Jammu and Kashmir state has been included in the list of those states where a rail connected factory was to be set up.It is really a good news for the people of the state when otherwise Mamta's rail budget proposals are as good as a poll menifesto for the West Bengal Assembly elections. Since Mamta's Trinamol Congress is locked in a fierce contest against the leftists in West Bengal she has announced introduction of new rail services in the state besides two major factories,Metro Coach Factory and track machine industry for West Bengal. Whatever label one may give to Mamta's budget proposals her decision not to increase fares and freights has been welcomed by all sections of society.Also,her plan to give concessions to the handicapped and the Army personnel also deserves appreciation. Though the Railways has a Rs.57630 crore investment plan for the current financial year Mamta has hardly promised steps that could curtail delays so that there was timely departure and arrivals of trains.Usually passengers have to cool their heels on the tains and on the platforms when they find the deparature and arrival time delayed by several hours.In certain cases the delay period ranges between 10 hours and 23 hours. Another problem is the lack of security within the rail bogies allowing ruffians a chance to indulge in cheating,molestation and thefts.Side by side availability of unhygienic food items on the trains and on the platforms and lack of adequate medical facilities should have been given attenton by the Minister.It would have been better if Mamta had increased fare and freight by even one per cent so that whatever increase in revenue this meagre hike generated could be spent on improving facilities on the trains and on the platforms. No hike in freight and fares will ensure no increase in the cost of consumer goods that are usually transported from one state to the other by rail services.(eom)
