After 10 yrs, 16 phase panchayat poll begin on April 13

Jammu, Mar 13:

After a gap of 10 years, Jammu and Kashmir will have a 16-phase poll, starting April 13, for over 4,000 panchayats (village councils), without 73rd amendment of Indian constitution under government rule 7 notification for sarpanchs and panchs.
The elections will be completed on June 30 and the notification for Ist phase of polling will come on March 18, discloses chief electoral officer B.R. Sharma at a press conference here today.
The last panchayat elections were held in year 2001 after a gap of 23 years through secret ballot as against by hand raising procedure which was followed in the earlier election. The panchayats elected in the year 2001 had completed their tenure in May-June 2006. He further said that the government had appointed a delimitation commission under the chairmanship of A.G. Shahbaz to freshly delimit the number of Panch/ Sarpanch constituencies . The number of panch and sarpanch constituencies determined after the delimitation is given for Kashmir province numbers of sarpanch constituencies in 2001 was 1472 and in 2011, it is now 2164 and for Jammu province number of sarpanch constituencies in 2001 was 1230 and in 2011 is now 1966 comprising total number of sarpanch constituencies in 2001 as 2702 and now in 2011 as 4130.
Number of panch constituencies in Kashmir province in 2001 was 10,469 and now in 2011 is as 15959 and in Jammu province in 2001 was 10090 and now in 2011 is 13760.
The total number of panch constituencies in Jammu and Kashmir in 2001 was 20,559 and now in 2011 is 29,719.
The total number of blocks in the state in 2001 was 121 and now in 2011 is 143 and the number of electors (voters) in Kashmir province in 2001 was 1,85,9311 and now in 2011 is 2,51,9024 and in Jammu province in 2001 was 1,94,2991 and now in 2011 is 2,54,9951.
The total number of electors in Jammu and Kashmir in 2001 was 3,80,2302 and now in 2011 is 5,06,8975.
He further said that 29,000 polling stations will be created for 50 lakh voters across the state for the panchayat elections. As per panchayat act, ballot papers will be used against EVM (Electronic Voter Machines). The counting and the result of the panchayat election will be announced on the same day. The notification for the first phase of panchayat election will be announced on 18th march for 3 blocks namely Bishnah, Samba and Udhampur in Jammu region and Anantnag (Kaimoh) Kulgam, Budgam (Parimpora), Ganderbal (Kangan) and Kupwara in Kashmir region. The security forces will be used to carry out the exercises for peaceful elections and hyper and non hyper zones have been identified.
Ballot boxes would be used during the forthcoming general elections to the panchayats. Approximately 14000 ballot boxes will be required for the smooth conduct of the general election to the panchayats. Since approximately 6000 ballot boxes are already available within the state, approximately 8000 ballot boxes will be taken on hire from the neighboring state of Punjab.
He further added that compulsory identification of voters will be made in the general election to the panchayts. Electors who have already been provided with EPIC shall be identified through EPIC only. However the election authority (chief electoral officer, J&K) has also notified a list of 19 alternative documents which can also be used for the purpose of identification which include ration cards, NREGA cards.
The election authority vide its notification dated 24th November 2010 has fixed the limits of expenditure for different categories to be incurred by them as sarpanch is Rs. 6000/- and as Panch is Rs. 3000/-.
The counting of votes shall be taken up immediately after the process of polling is over and the results shall be announced immediately thereafter. He added that the name of all the sarpanches and panches duly elected in accordance with the provisions of the J&K panchayati Raj act, 1989 by or before 30th June 2011.
