Murtaza goes all guns blazing, paints Rather’s budget red | | | Early Times Report JAMMU, Mar 14: Vociferous People Democratic Party leader Murtaza Khan today took Finance Minister Abdul Rahim Rather to task accusing him of misleading the house by tabling an erroneous Economic Survey report in both the houses of state legislature. Quoting figures from the survey report, Khan lambasted the government for its seemingly non-serious approach towards budget making. He said that budget making is an exercise to be conducted carefully and sensibly. Khan was speaking during the debate in the upper house over the budget presented by Finance Minister Abdul Rahim Rather in the legislative assembly. Khan pointed out discrepancies in the figures given by the government in its Economic Survey Reports of year 2010 with those presented in the year 2009. He alleged that it is difficult to relay on government if they are prepared in an arbitrary manner. “You give given wrong information to the House”, he said while adding that information provided in the Legislative Council especially in the Economic Survey report is a fit case for moving breach of privilege motion against the Finance Minister. He pointed out that the State Government in its Economic Survey has reported that Rs 88.22 crores have been spent on Bursar Hydroelectric Scheme till November 2010 while the report of delivery monitoring unit puts the figures at Rs 80.46 crore till February 23, 2011 for the same project. “This is glaring example of misleading statements”, he said while further maintaining that similar omissions have been made while quoting expenditure on Sawalakot-Dharamkund road. Terming the budget as a disappointing document, Khan said that there is no proposal in the budget for addressing the needs of sub-regions and backward areas of the state. He said that budget presented by Finance minister is directionless since there is nothing new in the budget and this document lacks concrete roadmap to solve problem of unemployment confronting the state. He said that budget presented by Finance Minister does not address problems confronting common man. “Instead of concentrating on problems being faced by people of Jammu and Kashmir, Finance Minister is more particular about taking credit of the projects sponsored by the centre government”, he said. Pointing towards provisions in the budget, Khan said that all these proposals are cosmetics and unrealistic. He stressed that finance Minister has not proposed any measure to speed economic growth in the state which is in hopeless situation. Furthermore, the Finance Minister has failed to give any roadmap for controlling fiscal deficit. Khan said that during the debate on last budget, PDP had suggested some measures to reduce dependence on the centre but nothing has been done so far. Making a mention of proposal of “Debt Swapping”, Khan said that if repayment of loans and interests on loans continues to rise, a day would come when state would have to pay more to the centre than what it receives in the form of plan”, he said. “You need to tell the union government that investment in Jammu and Kashmir is not just for development but it is investment in peace”, he suggested the Finance Minister.
