All permanent residents of the Jammu region, irrespective of their ethnicity, cultural back ground, religion, caste etc were classified as Dogras been the residents of the Jammu region were given the ‘Dogra certificate’ as an concession for recruitment in the defense forces being a martial community at the time of Maharaja Partap Singh in 1887. According to eminent historian Prof.Hari Om being a martial community, Dogras along with Gorkhas, Marathas and Garhwalis were given special concessions in the recruitment to the army during the British rule, being short in height. Opposing it wanted to create a division among people of Jammu region in the name of religion. Early Times speaks to some on this issue.
