| | | When the union Home Minis ter, P.Chidambaram, dissect ed the latest serial blasts in Mumbai his comment that "Pakistan-Afghanistan is the epicentre of terror forcing us to live in the most troubled neighbourhood in the world, "indicated that the Indians in India continued to be unsafe so long the terror breeding units were not closed in the neighbouring countries. And Chidambaram rightly believed that all he cities in India "were vulnerable to attack. "This way if the Indians believe that Mumbai is quite unsafe they are wrong as per the opinion of the Union Home Minister. But Mumbai is under some terror eclipse since 1993 and the carnage committed by Pakistan trained and guided terrorists in 2008 is an incident which no one will be able to forget. Though more than 48 hours have passed the Government has not been able to identify the men behind the serial blasts. Well, fixing responsibility in case of such blast is as difficult as looking for a needle in a heap of hay.And Chidambaram had nothing specific to say about the people, agencies or the outfits behind the blasts. He simply stated that all groups hostile to India were on the radar in the probe into the terror attack in Mumbai. In the serial blasts 18 people were killed and 131 were injured. Since no eyewitness had given any evidence about the persons who carried out the blasts investigations could be a difficult thing. But giving a clean chit to the intelligence agencies Chidambaram seems to be trying to defend these agencies when their defence was weak. His statement is nothing but contradictory when he, in one breath, says that there was no intelligence failure on the part of the state and the central agencies and in the other breath has stated that there was no intelligence input with the central or the state agencies of an imminent attack. If there was no input does it not speak of intelligence failure? Or it speaks volumes about calibre and capacity of groups for carrying out such attacks clandestinely leaving intelligence agencies in the dark. There is no doubt that sleuths of intelligence agencies are neither astrologers nor sooth sayers having the capacity of predicting acts of subversive violence, still broad hints about the attacks could have been given by them.The latest Mumbai serial blasts have indicated, beyond any doubt, that terror outfits continue to be up and kicking. It has also indicated that terrorists choose the target and strike at their will. It was meant to remove an impression that agencies in Pakistan besides the ISI have been forced to be on the defensive after the American Government suspended 800 million dollar military aid to Pakistan. If the Mumbai blasts have any message it is from those agencies which are not in favour of India and Pakistan settling their bilateral problems through the process of dialogue. And those who think that the serial blasts were meant to derail the ensuing talks between the Indian and the Pakistani foreign ministers they are not wrong. The recent announcement that the upcoming foreign ministry level talks my evolve CBMs on Kashmir may have upset those who support violence, who favour incorporation of Kashmir with Pakistan and who are opposed to promotion of cordial ties between India and Pakistan. |
