Chenab valley MLAs, MLCs appalled over less allocation of funds, threaten to skip DDB meetings

KISHTWAR, July 22: Most of the MLA/MLC's of Chenab region irrespective of any party affiliation have reportedly decided to skip district development board meetings scheduled to be held in three sister Districts of Kishtwar, Doda and Ramban commonly known as Chenab Region over the issue of less allocation of funds for the year 2011-12.
They are annoyed over non-implementation of financial commission report submitted to the Government by Mehmood-ul-Rehman Chairman Financial Commission. The commission was constituted by the government to make study of various aspects including the developmental work status of all regions with in Jammu and Kashmir. In its report which was submitted to the government by the commission, they have categorized Doda, Ramban and Kishtwar as most backward areas in respect of health, education, PHE, irrigation, roads, buildings and tourism.
Commission in its report suggested and supports extra funding to all the three districts of Chenab region so that developmental works of all the three most backward districts of the state get some boost, but instead of providing extra funds, the government allocated less annual budget for all the three district Viz. 49 Crore for Doda, 42 Crore for Kishtwar and 38 Crore for Ramban District, which according to these elected representatives is far less than what they have demanded.
"We have demanded at least 90 Crore for all the three districts, besides special funding under Prime Minister Reconstruction Projects for Chenab region" MLA's unanimously said. They said that they already conveyed the decision of dismay to Chief Minister Omar Abdullah regarding less allocation of funds for the 2011-12 for the entire three Districts of Chenab region.
"If our concern remain unattended, Than BBD meetings are merely a formality to pass the annual budget of the concerned District, rest it is ineffective since no sufficient funds were available for area like Chenab region to carry the developmental works forward and I am not interested to became the part of such meetings where justice could not be delivered to the poor masses of Chenab region," said a local MLC.
It is worthwhile to mention that all the 6 MLA's from Chenab region belongs from ruling coalition, 5 from the Congress party and one from National conference, whereas out of three MLC's, One each belongs from Congress, NC and PDP. There is resentment among the people of Chenab region against the coalition government for ignoring Chenab region from any representation in state cabinet.
Meanwhile preparation for next week scheduled DDB meetings are going on at war footing bases in the entire three Districts of Chenab region. The administration is busy in giving final touch to its annual plan before the scheduled meet as a result of which the public works in all the three Districts of the region came to stand still
