IAS Babus prevail over CM's New Delhi connections, refuse to return

JAMMU, July 29: IAS Babus of Jammu and Kashmir cadre have seemingly prevailed over Chief Minister Omar Abdullah's widely acknowledged proximity with New Delhi.
Chief Minister had written a letter to Prime Minister Manmohan Singh, who holds the portfolio of Ministry of Personnel, Public Grievances and Pensions, seeking return of four IAS officers namely Rakesh Kumar Gupta, Arun Kumar Mehta, P.G. Dhar Chakraborty and Pradeep Tripathi. Sources said that all four have refused to return.
Though they have cited different reasons for not returning to the state yet it has been reliably learnt that the refusal has more to do with the kind of postings these officers apprehend to get after they come back. Further, one of these four IAS officers outrightly told Early Times that return to Jammu and Kashmir would mean 'facing uncalled for political pressure and malicious atmosphere'.
He said "I have worked in different departments in J&K. You are forced to work as labourers. Such is the pressure that at times; you even forget that you are an IAS officer." He asserted that in no case, would be return to the state of Jammu and Kashmir. He informed that union government had agreed to relieve them while adding that it was the refusal of the officers which led to proposal suffering a major casualty.
Sources said that centre has officially intimated Jammu and Kashmir government about the engagements of these four IAS officers and even explained reasons for not being able to return them to their parent state despite completion of deputation tenure. Regarding 1986 batch IAS officer Rakesh Kumar Gupta, whose tenure of central deputation came to end on February 15, 2011; centre has stated that UPSC has turned down the request.
UPSC chairman has written to the union ministry stating that Rakesh is Controller of Examination for many prestigious examinations including the ones for IAS, Indian Forest Service (IFS) etc. and that his premature repatriation may hamper the smooth conduct of all these entrance tests.
About return of 1987 batch IAS officer Pradeep Tripathi, who is presently Joint Secretary (Mitigation) in National Disaster Management Authority of India (NDMAI), the union ministry has said that Tripathi has family issues and hence, wants to avoid premature repatriation. Tripathi has one more year before his extended term of seven years in the government of India finishes.
Another officer AK Mehta (IAS 1988) has moved on as Chief Vigilance Officer (CVO) Dedicated Freight Corridor Corporation of India Limited (DFCCIL). His tenure was upto September 4, 2011. However, vide notification no: 386/1/2010-AVD-III dated 1-2-2011; Mehta's tenure was extended till December 4, 2012. Sources said that Mehta is reluctant to return and wants to stay on till his tenure at the DFCCIL comes to an end.
Mehta has referred to deteriorating heath condition of his mother and said that he would not be able to resume duties in Jammu and Kashmir for atleast next two years. Further, West Bengal born P.G.Dhar Chakraborty, whose term as Director of the National Disaster Management Institute ended on March 31, 2011; has bluntly refused to return to the state. Sources said that Chakraborty (IAS 1980) has just two years to retire and has outrightly told the state government that he would prefer to spend these two years as Additional Secretary in the union government.
It needs to be mentioned here that of the 85 IAS officers, which includes good number of KAS officers who have been inducted into IAS, 21 officers are on central deputation. If the civil list of Jammu and Kashmir is taken into account, state would be left with 42 officers by the end of year 2013. In this dismal scenario, union ministry has asked state government to make interim arrangements if it is facing serious shortage of IAS officers.
Sources disclosed that immediately after coming to know about the fate of its request to the union government, state administrative machinery has begun thinking of seeking return of son of the soil Khurshid Ahmed Ganai alongwith Ashok Kumar Parmar and Parvez Dewan. Though their period of deputation has just begun, sources said that government is likely to call them back to fill up the vacant official spaces.
They said that while Dewan is unlikely to accept the offer, government is sure about Ganai and Parmar returning home. Whether or not they return, the fact remains that J&K is no more dream destination of IAS officers. They do not want to get squeezed in the political muddle of Jammu and Kashmir where, according to them, rule of law takes a back seat and you are forced to violate stipulated provisions.
