Army, Police differ on number of ultras waiting on launching pads | | | EARLY TIMES Report JAMMU, Aug 6: Figures on the number of militants waiting on the launching pads across the LOC for infiltrating into Jammu and Kashmir keep on fluctuating. The figures vary from month to month from period to period and from person to person. Even the figures on number of militants operating in Jammu and Kashmir vary. The police talk of 350 to 400 militants active in the state whereas the Army does not believe that the number is more than 250. How does the two agencies carry out the head count is a mytery? Towards the end of May last the Corps Commander, Lt. Gen. S.A. Husnain, stated that there were 700 militants on the launching pads waiting for infiltrating into Jammu and Kashmir. He said that these militants have been trained in the camps in Pakistan and occupied Kashmir. In fact the figures given by the Army authorities on the number of militants waiting on the launching pads across the LOC for sneaking into Jammu and Kashmir has been almost static. From time to time, during the last one year, the Army authorities talk of 700 to 800 militants waiting to cross into Jammu and Kashmir. The reports on the number of militants planning to sneak into Jammu and Kashmir keep on varying from period to period as far as the State Police is concerned. One wishes to know how the police Chief has been able to carry out the head count of the militants, waiting on the launching pads across the LOC, when his forces have not been deployed on the border? If the corps commander, whose troops are deployed on the border and who have been responsible for foiling infiltration bids, has said that 700 militants are on the launching pads waiting to cross into Jammu and Kashmir what has prompted Kuldeep Khoda to decrease the number to only 300? No doubt there has been 70 per cent drop in the militancy related activities and violence in Jammu and Kashmir during the last one year, it does not mean that the threat of ingress of militants has also declined. Invariably there has been no consensus between the Army and the police as far as the rate of infiltration of militants is concerned. Gen. Husnain has claimed that the rate of ingress of militants has touched zero since January this year but the police sources claim that small groups of militants have succeeded in crossing into Jammu and Kashmir during the last six months. The Army authorities even give the number of infiltration bids that the troops have foiled during the last six months but whatever figures the Army dishes out seem to be unpalatable for the police. This indicates lack of coordination between the two. It would be better if the police is debarred from making any statement on the border scene and situation and instead concentrate on the law and problem within the state. Yes, it can share with the Army intelligence inputs that the police authorities receive from its field sources. Possibly the police, by dishing out imaginary figures on number of militants waiting to infiltrate into Jammu and Kashmir, do not want to be blamed for ignorance once some groups of militants succeed in crossing into Jammu and Kashmir. It seems that the police authorities feel that their responsibility and role had been over after they have talked about 300 militants waiting on the launching pads across the LOC for sneaking into Jammu and Kashmir. |
