VC accommodates retired banker to teach management in BGBSU | All is not well in Omar's Raj! Appointment without inviting applications, University accepts | | Sumit Sharma JAMMU, Sept 4: Vice-Chancellor of Baba Ghulam Shah Badshah University (BGSBU) has in complete breach of competitive rules accommodated a retired bank employee as a faculty member by using special discretionary powers vested in him. The retired bank employee is now a faculty member and if the insiders are to be believed, government has vested the vice-chancellor of BGBSU with express powers to make appointments, carry out admissions and take all other necessary steps which are 'in the interest of administration'. Adhering to the decree from the top, VC of BGBSU has begun taking decisions in the 'interest of administration.' Chief Minister Omar Abdullah who has since day 1 preferred and relied excessively on administrative advice over media reportage is seemingly convinced that all is well in institutions which are under his direct control. He seemingly likes selective media reporting and terms rest of it 'blackmail' and 'unnecessary brazen interference' in the government functioning. VC BGBSU has for the first time dared to accept that S.K.Gupta, who recently retired from Jammu and Kashmir Grameen Bank as Senior Manager, has been appointed as Associate Professor on contractual basis. In an intimidating manner, Hamal briefed the Early Times about the contractual appointment of S.K.Gupta. He did not elaborate about the manner in which appointment was made. However, without naming media, he did say that 'certain mischievous elements' are out to ruin the good work being done by him. Hamal repeated what is always on the lips of state government functionaries. Employees working in his office informed Early Times that the post should have been advertised and applications invited. "He should not have given people chance to point fingers. But it is unfortunate," added the employee. They maintained that retired bank employee has been appointed in the pay-scale of Rs. 37400-67000 with grade pay of Rs. 9000 per month. They did not mince words while saying that the banker does meet the qualification required for the post. "The candidate must have minimum 8 years teaching experience which the banker does not possess but VC BGBSU is above law and takes decisions on his own," added the employee. Fuming over alleged illegality of BGSBU management, a good number of qualified and deserving candidates have lodged a written complaint with Chairman of University Grant Commission (UGC) seeking appropriate action. In the complaint, a copy of which is with ET, it has been alleged that SK Gupta has no teaching experience. It further says that Gupta is a retired employee of J&K Grameen Bank and after putting in about 34 years of service in banking sector, has managed appointment as Associate Professor in Management Department of BGSBU, Rajouri solely on the basis of his 'past banking relationships' with certain higher ups. It has further alleged that the banker has produced fake doctorate degree since during his entire span of life, as he has never been on study leave. The complaint mentions that even the bank in which he served for 34 long years has no training institute of its own. "The action by UGC is awaited for the alleged illegal appointment made by BGSBU administration," said an official seeking anonymity |
