Interlocutor Radha victim of perverted, communal mindset
Jammu Exists, Don't Forget

Rustam
JAMMU, Sept 10: Interlocutor Radha Kumar who, like her colleague Dillep Padgaonkar, remained dormant for sometime after the Fai episode that painted her and Padgaonkar black, has recovered from the shock caused to her by none other than her own third colleague M M Ansari. Ansari had publicly questioned the credibility of his colleagues and virtually asked them to put in the papers as their participation in the Pakistani dreaded spy agency ISI-sponsored anti-India seminar on Jammu and Kashmir in different parts of the world, including Washington D.C. and Brussels. Thick skinned and shameless as they were, they defended their participation in the said seminars. Of course, Kumar put in her papers and suggested that she would not draw the emoluments for the job assigned to her by the government. But she made it loud and clear that she would complete the job, but would not sit with Ansari. After all, she had all along interacted with undesirable elements in Kashmir and elsewhere and, hence, how could see squander the opportunity she got to meet the separatist and communal urges of sections of Kashmiri population, especially Kashmiri leaders of all varieties.
All this happened last month. The controversy died down not because the people had forgiven the interlocutors. The controversy died down because of the Anna Hazare's remarkable and commendable crusade against corruption - crusade directed particularly against the Congress-led UPA Government. The Anna's movement overshadowed everything. The result was that the interlocutors - victims of perverted and communal mindset - raised their ugly heads and again aired controversial views - views, if accepted and given effect to, would negate the very Constitution of India and create a situation similar to the one the 1946 Cabinet Mission had created suggesting that the members of the Indian Constituent Assembly belonging to the eleven British Indian provinces could, if they so like after the Indian Constitution had been framed and enforced, could come out of India and become independent. The suggestion had been designed to pit the followers of Muslim League against the Unionists or against those who wished to keep the country intact under a system of governance under which there would be no communal electorates, no transfer of residuary powers to the provinces, no creation of more Muslim-majority provinces, including Sindh, and so on. The suggestion was a concession to the Muslim League, which was committed to divide India on communal lines and create Pakistan consisting of the Muslim-majority areas, including Bengal Presidency and Punjab. The 560-odd princely states, including Jammu and Kashmir, was not part the scheme the Cabinet Mission Plan had envisaged to divide India on communal lines before quitting its colony in 1947.
Radha Kumar is, it appears, subscribe to the views the British Government held in 1946, and even earlier. Only recently her interview was published under the caption "Interview: A Dialogue with Kashmir". The interview was also reproduced by one Jammu-based English language daily. It appeared only yesterday. Her interview, among other things, proved beyond any shadow of doubt that she is a victim of perverted and communal mindset and that she would want New Delhi to create Republic of Kashmir within the Indian Republic on the basis of religion. "Here you have not only the complexity of the relationship that was negotiated between the state (read Jammu and Kashmir) and New Delhi, which in itself was a rather ambiguously complex relationship. Originally you had an agreement that was then to be further discussed, made permanent -- and that didn't happen..."
Which agreement she talked about and with whom? It was the Maharaja who merged his state with India and the accession was unconditional. Maharaja Hari Singh did what all other rulers of the princely states did. There was no difference whatever. Did she talk about the so-called 1952 Delhi Agreement? But the question is: Where is the Delhi Agreement? It is a non-existent agreement and it appears that the ideologues in the NC have succeeded in forcing down her throat something that never existed. Or, should we say that she belongs to the school of thought the NC leadership belongs? It would be reasonable to conclude that she belongs to the school of thought to which the NC belongs. What exactly is in her mind when she says that there was something that needed to be "made permanent"? Does she mean Article 370? But Article 370 is a temporary measure. Even the architect and supporter of this Article Nehru had made it explicitly loud and clear that this Article would become obsolete in course of time as it was a temporary measure.
But Radha, like Padgaonkr, would not buy these sound arguments. The reasons are obvious. Radha must not forget that she is trying to achieve the unachievable. At the same time, however, the Unionists have to take on and expose the likes of Radha Kumar.
