If the concern the Prime Minister and the Union Home Minister expressed during the meeting of the National Integration Council (NIC) in New Delhi is any guide the security and the intelligence grid in the entire country has to be upgraded. Both Manmohan Singh and P. Chidambaram were right when they said that even when the menace of communalism and casteism in the country had not ended the activities of the extremists, terrorists and the Maoists had posed a major challenge to the centre and the state Governments.
The two have talked about the need for stepping up vigil and for this the strength of the police, paramilitary forces and the intelligence agencies has to be increased so that the men and women in the police and paramilitary forces did not suffer from the pangs of fatigue.
It seems that the recent Delhi High Court blast ,in which 13 people were killed and 88 were injured, has rocked and rattled the Congress led UPA Government because whatever preventive measures it had taken had gone awry.
The UPA Government is as more worried about the activities of the Naxals and the Maoists in North East and other states than the militants in Jammu and Kashmir.
It has taken over 20 years for the state and the central Governments to tame militants operating in Jammu and Kashmir though insurgency is yet to end. The centre continues to dither as far as framing, formulating and implementing an effective counter insurgency operations in the North East and other states are concerned. The trial and error method being carried out by the security agencies under the guidance of the state and the central Governments is said to have encouraged terrorists, whether of Kashmiri origin or the Naxals or the Maoists, for resorting to one adventure or the other.
The Government steps against terrorists, whether in Mumbai or in Delhi or in the North East, border on misadventure. It is shocking that the Indian agencies have not been able to check infiltration of militants, trained in camps in Pakistan, into the Indian territory from across Nepal where they travel on fake passports. It is equally painful to find the large number of militants, trained in camps in Pakistan, entering into the Indian territory from across Bangladesh and Sri Lanka.
It is equally strange that despite 21-year long experience the Pakistani Army and other agencies have been able to push groups of militants into Jammu and Kashmir. Let Chidambaram and Manmohan Singh think about this problem and find out a remedy.
They have to find out reasons that lead to radicalisation of the Indian youth in the name of religion and caste. Are even the mainstream political leaders responsible for it? If so remedial measures need to be evolved.
Prime Minister, Manmohan Singh, has informed the members of the NIC that poverty and unemployment may be one of the factors that results in radicalisation of the youth in the name of caste and religion. It is definitely a reason and the Government should frame policies that could reduce the level of unemployment in the country.
