Jammu, Sept 10: From the day one of its coming into being, Baba Ghulam Shah Badshah University Rajouri has always been in news for wrong reasons.
Not only due to large scale backdoor appointments made by authorities in this institution, also because of the purchase worth crores of rupees have been made by authorities in this institution in the past 7 years without inviting any tender .
Sources in the University said that in the past seven years, authorities of Baba Ghulam Shah Badshah University Rajouri made purchases worth crores of rupees which included computers, laptops, furniture required in the university. Even the books purchased for the university libraries were supplied by a particular “person” from Jammu who was said to be close to the former vice chancellor of the university.
Sources said that all these purchases were made by the asenior university functionary who was appointed by this post by former vice chancellor by ignoring all required qualifications for said post. Interestingly, after forcible exit from the institution, following protests against him, former vice chancellor Choudhary Masood made all efforts to bring the person namely Irshad Hamal at his place so that any inquiry by the new vice-chancellor is avoided. Irshad Hamal, VC BGSBU, when contacted refused any comment.
Sources said when Chowdhary Masood felt that he had no option but to get out from the university, he lobbied hard to get the person of his choice at his place. Irshad Hamal sources said, is making all efforts to keep scandals under the carpet.
Not only the purchases were made in the university at exorbitant rates, construction works carried in the university also speak volumes about misappropriation of funds. All the construction works were either executed by the blue eyed firms and contractors with out any required formality. Construction material was purchased by university authorities without tendering.
Mismanagement in the university can be gauged from the fact that in the initial stage of the university in 2004, then accounts officer had withdrawn about Rs. 25 lakh from the university account with out showing the utility of the amount. Interestingly, no FIR has been lodged so far in this case.
Sources in the university said that if an impartial inquiry is conducted by an independent agency, large scale skeletons are likely to come out from the cupboard. And this is possible only after the removal of the present registrar of the university who has kept all the files pertaining to purchases in his custody.
It is also learnt that both present vice-chancellor and registrar get instructions from the former VC and all is being done on his instructions. Official sources in the university said that instead of becoming a learning institution, BGSBU has turned into a money minting institution. Academic standard of the university can be gauged with the fact that most of the technical departments of the university like engineering college and poly-technique colleges are being headed by either ex servicemen of army or retired bank managers. |
