Early Times Report

Jammu, Apr 17: The Jammu and Kashmir Public Service Commission advertised 89 posts of Assistant Director(E&S) in J&K Planning, Development and Monitoring Department vide Notification No.: 01-PSC(DR-P) OF 2024 Dated: 05-03-2024 which sparked hope and anticipation among aspirants. The last for filling online application forms as per the advertisement in respect of these posts was 27/03/2024 which was further extended till 30/03/2024.The level of the post as per 7th CPC is equivalent to the level of JKAS i.e., Level- 8(47600-115100) and follows the similiar pattern of examination which includes compulsory & optional papers and finally the personality test/interview. The commission has notified the examination of the aforesaid posts shall be conducted w.e.f., 22-05-2024 to 29-05-2024(tentatively) vide Notice of even No. Dated: 27/03/2024. This leaves aspirants with a mere two months to prepare for the descriptive examination. The syllabus(as annexed with the Notification) for the descriptive examination of Assistant Director (E&S) Planning is extensive and comprehensive, covering a wide range of topics relevant to the position which require a minimum of 6 months for its completion. However, the limited timeframe between the announcement of examination dates and the actual examination leaves aspirants with a daunting challenge: to cover the vast syllabus adequately in a relatively short period.
“ We have just passed the prescribed qualification and were utterly excited to prepare for the esteemed position but to our surprise even before the completion of last date for applying for these post, the commission notified the tentative dates from 22nd May to 29th May, 2024. The similar posts were also advertised earlier in 2023 vide Notification no. 13 - PSC(DR-P) Of 2023, Dated 13 - 04 - 2023 for which we were not eligible at that time and hence aspirants who have been preparing for a longer period may have an advantage in terms of familiarity with the syllabus. Therefore, it is crucial that the JKPSC takes into consideration the concerns of fresh aspirants and provides them with adequate time period of atleast 5-6 months. This will not only ensure fairness and transparency in the recruitment process but also encourage a diverse pool of candidates to participate and contribute to the public service sector. ” aspirants said.
The in-service aspirants who have applied for these posts have mentioned, “ We have been waiting for these for a very long period of time. We are currently deployed for Election process and the timeline of the examination coincidence with the Election schedule which perhaps won’t be feasible for us to prepare for the examination. We shall also be provided equal opportunity to participate in the recruitment process since\ being deputed for election duties we won’t be able to appear in the examination as the scheduled date of examination are concurrent with the Election schedule already notified by the Election Commission.
Hence, the examination may be postponed till the culmination of election process and in-service aspirants may also be given atleast 2 months for preparation after the completion of election.” In-service aspirants further added, “ We hope our concern may also be taken care of and we shall also be provided an opportunity to prepare and participate in the examination”.
As the countdown to the examination begins, candidates are left grappling with the challenge of balancing preparation with other commitments. The onus is now on the JKPSC to address these concerns and ensure a level playing field for all aspiring Assistant Directors (E&S). In the interest of transparency and fairness, stakeholders urge the JKPSC to reconsider the timeline for the Assistant Director (E&S) examination. An extension of atleast 5-6 months would not only alleviate the stress and anxiety faced by candidates but also facilitate a more thorough and comprehensive preparation process.
