Jammu, July 16: JTC/SKF have submitted a formal memorandum to the Relief & Rehabilitation Commissioner (M) urging immediate attention and redressal of several long standing issues affecting the migrant community.
The JTC/SKF expressed serious concern over delay and neglect in addressing critical matters such as:-
(1) Data and Record Management:-
The community has questioned the status of the displaced migrants data base.They demanded that all property and revenue records of Kashmiri migrants be formally transferred from the Kashmir valley to Jammu with Relief commissioner acting as the nodal officer.
(2) Shops Allotment Issue:-
In 2011,278 applicants deposited Rs 15,000 each via demand draft for shop allotments.Till date, only 49 shops have been allotted, while 88 applicants have with drawn their CDRS. The residents have urgent the authorities to address the fate of the remaining applicants and provide a transparents update on the status of allotments.
(3)Unjust Recovery of Relief:-
The recovery of relief assistance from migrants should be stopped, as it constitutes the sole sustenance for many families and such recoveries cause undue hardship.
(4)Repair works and fund utilization:-
An amount of Rs 30 Lakhs has reportedly been sanctioned for the repair of bathrooms however as per the contractor the estimate is around Rs 17 lakhs, clarification sought is regarding the utilization of the remaining Rs 13 lakh and the reason for approval beyond the estimated cost.
(5)Water supply issues:-
Only about 30% of the water supply is received through pipeline connections, while the remaining 70% is dependent on handpumps. The use of untreated ground water is hazardous and has Led to health problems among residents immediate action is requested to ensure safe and adequate pipe water supply.
(6)Minority Status Demands:-
Considering the present circumstances, displaced Kashmiri migrants, being a vulnerable group should be accorded minority community status to avail the benefits of various welfare schemes. (7)Employment for one member per family:-
A policy should be framed to ensure that at least one member from each displaced migrant family is provided with a government job as a means of livelihood and social rehabilitation.
(8)Rehabilitation Policy Clarification:-
A detailed statement from the government is requested regarding the present and future rehabilitation policy for displaced Kashmiri migrants.
(9)Enhancement of Cash Assistance:-
The current cash assistance provided to migrants is insufficient to meet the basic needs. We urge for a timely revision and enhancement of the monthly assessment.
(10)Misuse and Under utilization of Alloted Flats at Jagti:-
-It has come to our notice that many allottees of Jagti flats never occupied their allotted quarters.
-Several flats remain locked since the day of allotment.
-Meanwhile a number of genuine families, who are living in rented accommodation, continue to struggle financially while eligible flats lie vacant. -Ironically, those who have been residing in flats for years are frequently subjected to scrutiny and undue, pressure, while absentee allottees face no such checks.
We humbly request that a thorough survey be conducted to identify and re-allot vacant/unused flats to deserving families currently on rent.
-Strict action be taken against absentees allottees who have failed to occupy their flats without valid reasons.
