Expresses dismay over non-serious approach of SED department

JAMMU, Mar 17: The monthly meeting of All J&K +2 Lecturers' Forum was held under the chairmanship of R.S. Salathia, Chairman, to deliberate upon the long-pending issue of regularisation of Incharge Lecturers and other service matters.
Addressing the meeting, R.S. Salathia strongly criticized the inordinate delay in regularisation despite repeated assurances from the Government. He expressed serious concern over the issue of Assured Career Progression (ACP) and alleged that an officer of the rank of Special Secretary in the Civil Secretariat, School Education Department, is creating unnecessary administrative hurdles which are delaying the process of regularisation.
Mohd. Younous Gurezi, President Kashmir Division, emphasized that the delay has jeopardized the careers of many Incharge Lecturers. He pointed out that several lecturers are nearing retirement, many have already retired and some have even passed away without getting justice. He urged the Government to take an immediate decision to safeguard their service rights.
President, All J&K +2 Lecturers' Forum, Jammu Division, demanded immediate redressal of the issue and warned that the Forum may soon hold a press conference to expose the reasons behind the continued delay.
Pardeep Koul, District President Kishtwar, expressed grave concern over the unnecessary delay and alleged that certain elements at the Civil Secretariat level are attempting to sabotage the process of regularisation by creating avoidable hurdles.He sought immediate intervention of Education Minister, Madam Sakina Masood Itoo and Secretary/Commissioner SED so that DPC is convened as the department is already in possession of one-time exemption of SAC.
Senior leaders Showkat Hussain Zarger, B.K. Tickoo, Jagjit Singh and Surinder Madhyal (District Presidents of Poonch and Kathua respectively) called for redoubling efforts and preparing for democratic agitation if the issue is not resolved without further delay. They expressed anguish over deliberate delay in the process of regularisation.
The proceedings of the meet were ably conducted by RK Padroo, Senior leader of the Forum. Besides, he also expressed his views. Other members who spoke included Ravi Kumar Badyal, Suresh Mattoo, Raj Kumar and Manohar Lal.
The Forum unanimously resolved that denial of regularisation to Incharge Lecturers for years together is a clear violation of the principles of equality and fairness guaranteed under Articles 14 and 16 of the Constitution of India, which ensure equal treatment and equal opportunity in public employment.
The Forum warned that if the Government fails to resolve the issue at the earliest, it will be compelled to initiate constitutional, legal and democratic measures including protest programmes and judicial intervention to secure the legitimate rights of the lecturers
