Cong Enforcing Discipline

The factionalism and indiscipline within the Congress Party in Jammu and Kashmir has led to the party high command to take steps for enforcing discipline and monitoring the participation of leaders in organisational activities.
According to the media reports the leadership has directed the JKPCC to maintain attendance registers at the Pradesh Congress Committee headquarters in both Jammu and Srinagar. All party leaders and office-bearers will be required to mark their attendance during official party functions and programmes.
While such a measure may appear administrative in nature, it carries a larger symbolic message: leadership positions must be accompanied by responsibility and active engagement.
Factional rivalries have long been a challenge for many political organisations across India, often diverting attention from public service to internal competition. When leaders are preoccupied with personal ambitions or group loyalties, the organisation’s ability to present a coherent vision and effectively address people’s concerns inevitably suffers. In a politically significant region like Jammu and Kashmir, where citizens expect responsive leadership and constructive political engagement, prolonged internal discord can weaken public confidence.
The reported move to institutionalise attendance and participation should therefore be viewed as part of a broader effort to strengthen organisational accountability. Active involvement in party programmes not only demonstrates commitment but also improves coordination between leadership and grassroots workers. It creates opportunities for dialogue, policy discussion, and collective decision-making, all of which are essential for a healthy democratic organisation.
However, discipline cannot be sustained through registers and monitoring alone. Genuine unity must emerge from transparent leadership, fair opportunities for party workers, internal democracy, and effective communication. Leaders at every level must feel that their voices are heard and that merit is recognised above factional considerations. Administrative mechanisms can encourage participation, but lasting cohesion depends on mutual trust and shared purpose.
Pertinently, political parties remain the backbone of representative democracy. Their internal functioning directly influences their ability to serve the public interest. The Congress leadership’s reported emphasis on discipline should therefore be accompanied by efforts to promote inclusiveness, dialogue, and collective responsibility. A united and accountable organisation is better equipped to engage with the aspirations of the people and contribute meaningfully to the democratic process in Jammu and Kashmir.
