Jammu, Feb 20: In a worrying shift in strategy, Pakistan-based terror handlers are now increasingly attempting to exploit criminal networks in the Jammu region to revive militancy, in addition to using narco channels to fund terror outfits.
Recent developments — including the arrest of a Gangyal youth in Mohali for alleged links with Dubai-based Pakistani gangster-turned-terrorist Shahzad Bhatti and the escape episode at the RS Pura Juvenile Home — have reinforced intelligence inputs that terror handlers across the border are trying to lure local gangsters to further their designs.
Sources said a similar modus operandi was used in the early 1990s, when certain criminal elements from Jammu were reportedly drawn into supporting terrorist groups.
Highly placed sources revealed that during initial questioning, the two Pakistani nationals who had escaped from the RS Pura Juvenile Home indicated the possible involvement of some local gangsters in the larger conspiracy.
Reports said Mohammad Sanaullah (20) and Ahsan Anwar (21), both Pakistani nationals who were rearrested from Ambala on February 17, have been handed over to the Special Operations Group (SOG) of the Jammu and Kashmir Police for sustained interrogation.
Along with Sanaullah and Anwar, a local youth identified as Rahul has also been handed over to the SOG after it emerged that he had allegedly arranged a country-made pistol for the two Pakistani nationals.
Investigators are now working to unravel the wider network and assess the extent of the emerging terror–criminal nexus in the region.
