JAMMU, June 18: In yet another scandal in Rural Development and Panchyati Raj department, Rs 9.23 crores paid against the sanctioned amount of Rs 3.22 crores for 342 works by Achabal block of Anantnag district under MGNRGEA for financial years 2018-19 and 2019-20.
Sources informed Early Time that showing thumb to anti-graft agencies of J&K and higher authorities of the BDO Achabal has dented cash starved Union Territory of J&K.
“As per the data uploaded by the BDO Achabal (Anantnag) for MGNREGA works on the web site of Ministry of Rural Development Government of India, (MIS), R 6.18 Dynamic Report for Monitoring and details reveals ACD Anantnag, Executive Engineer REW Anantnag and BDO Achabal (Kashmir) embezzled Rs. 6 crores MGNREGA funds against 342 MGNREGA works taken up for execution during the year 2018-19”, highly placed officer whishing not to be named told Early Times.
The office said that the data on the website shows that Rs 322 lakh (3.33crores) sanctioned for 342 MGNREGA works but Rs 923 lakh (9.23 crores) has paid since inception of these works during the year 2018-19.
It is pertinent to mention here that Rural Development wasted multi crores for training for adoption of SECURE and MGNREGA estimate were technical sanctioned in SECURE from 01-04-2019.
“If ACD Anantnag, Executive Engineer REW Anantnag and BDO Achabal had withdrawn Rs 923 lakh against Rs. 322.00 lakh sanctioned amount then it was the responsibility of Government to take action against, S.E REW Kashmir, ACD Anantnag, Executive Engineer REW Anantnag and BDO Achabal before releasing MGNREGA funds, but no action has been taken against the embezzlement gang”, they said.
“The Sarpanchs taken oath of Sarpanch on 11-01-2019 but they did not allow to make MGNREGA funds. Thereafter in pursuance of SAC decision No.152/17/2019 dated 03-07-2019 Secretary to Govt RD&PR issued MGNREGA Guidelines vide Govt. vide order No. 207-RD &PR of 2019 dated 04-07-2019 that all MGNREGA payment shall be done through Sarpanchs and Panchayat Secretary”, they said, adding that but the embezzlement gangs of RDD may have apprehension perhaps they might not recover their embezzlement share from Sarpanchs, so they did not allow Sarpanchs to make MGNREGA payments.
The officer further said that the Secretary to Govt. RD&PR vide circular No. 08-RD&PR of 2020 dated 28-02-2020 directed that MGNREGA payments from 01-04-2020 shall be made through Sarpanch of the Panchayat.
“But the gang again did not allow Sarpanchs to make MGNREGA payments. Now third time Secretary to Govt. RD&PR vide communication No. RD/MGNREGA/108/2019 dated 27-05-2020 addressed to the District Programme coordinator (DPC) MGNREGA again directed that MGNREGA payments from 01-06-2020 shall be done through Sarpanchs”, they said, adding that if the higher authorities and the embezzlement gang can embezzle Rs. 6.00 crores MGNREGA funds by allowing BDO Achabal to withdraw three times excess funds than sanctioned amount by passing elected Sarpanchs, what can be expected from Such officer.
The then Assistant Commissioner Development, Anantnag Nasir Ahmad Malik when contacted said that it was not possible to make payment beyond the sanctioned amount. “For MGNRGEA scheme there are very clear guidelines, 60 percent labour component and 40 percent material component, if the same is not followed payment will be denied by the system, as the e-payment is being done by the department”, Malik said, who was shifted from the post recently.
However, the incumbent ACD Anantnag Abdul Ghani could not be contacted for his comment.
