“CAG report spills the beans yet again”

JAMMU, Mar 31: Referring to the directive of Comptroller and Auditor General (CAG) of India to the J&K govt to return the amount of Rs 44.13 crore sanctioned for establishment of Model Schools and fixation of responsibility for non-utilization of the said funds, Harsh Dev Singh Chairman-JKNPP and former Minister said that the top audit body of the country had fully exposed the culture of red tape and bureaucracy in the UT and should be an eye opener for the govt. He divulged that the CAG report tabled in the Parliament had categorically blamed the Education Deptt for non-utilization of the funds received from centre and for depriving quality education to the intended beneficiaries. Not only that the CAG had for the first time directed imposition of penalty by directing the refund of the sanctioned funds along with interest accrued thereon and thereby making the concerned offers accountable. Hailing the verdict of the CAG, the ex-Education Minister regretted that not a single Higher Secondary School had been upgraded as a Model School by the Education Deptt as per the policy land down by HRD Ministry despite lapse of several years, thereby necessitating strict penal action against the defaulting officers of the Deptt. Not only had the Model School scheme collapsed in J&K, but the RMSA, SMAGRA, RUSA and other centrally sponsored schools in Education sector too had proved a flop show. The condition of schools at Elementary, Middle, High and Higher Secondary level was pathetic with majority of schools suffering from infrastructure related problems and acute staff deficiency. The RMSA subject specific teachers appointed for the High Schools had been denied salary for the last 2 years thereby compounding the issues in the already problematic Deptt. The large scale attachments of teachers in cities and towns had rendered several rural area schools non-functional with none to listen to the public outcries. The Higher Education too was in a mess with the new degree colleges sanctioned during the past three years functioning in 2-3 rented rooms with inadequate staff that too on contractual bases thereby making a mockery of college education. Regretting further the dilapidated condition of school buildings in rural areas, Singh said that no repairs, renovation or even white-washing of schools had been undertaken despite huge funds shown to have been spent for the purpose during the last few years. Seeking a high level probe into the malfunctioning of Education sector as corroborated even by the report of CAG, Singh called for strict punitive action against the delinquent officers of the Deptt at the earliest.
