JAMMU, Oct 4: Inspector General of Police, Jammu Zone, Shri Bhim Sen Tuti, IPS, chaired a high-level meeting at Zonal Police Headquarters (ZPHQ) Jammu to review the implementation of the New Criminal Laws. The meeting was attended by all Range DIsG, District SSsP, Zonal SsP, CPOs/Sr. POs, and SDPOs of Jammu Zone, both in person and through video conferencing. The meeting reviewed the progress on various KPAs of district police units for the transition to the new legal framework related to the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagrik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA). Discussions were held on e-FIRs, Zero FIRs, Trial in Absentia, Community Service as a Punishment, Electronic Evidence (e-Sakshya), e-Summons, and adherence to mandated timelines for investigation and trial in sensitive cases including women and POCSO matters. Special emphasis was laid on reducing pendency in the execution of General Warrants of Arrest under Section 356(8) BNSS, compliance with FSL visits, and ensuring timely restoration of property under Section 107 BNSS. The IGP stressed the need for strict adherence to 60-day and 90-day compliance timelines, particularly in women-related and POCSO cases, to improve conviction rates and ensure speedy justice. The IGP further highlighted that District Jammu and District Doda were performing exceptionally well in e-FIR and Zero FIR registration, respectively, while District Poonch and District Kishtwar performed well in execution of e-Summons and compliance with FSL visits, respectively. The IGP issued a stern warning to non-performing districts, stressing that there was no scope for laxity as progress was being monitored at the highest levels of government. The meeting concluded with clear directions for accountability at all levels and rigorous monitoring of compliance with the new criminal laws. Officers were instructed to submit regular progress reports, ensure capacity building through training, and adopt a proactive approach to make Jammu Zone a model for effective implementation of the reformed legal system. |
