| Tussle between BJPs nominated administrator, elected government unsettling J&K: Harsh Dev | | | Early Times Report JAMMU, Dec 2: With no one taking the responsibility for the unsavoury administrative actions in J&K, the governance in this most controversial UT seems to have gone into the hands of some spectral entity, said Mr. Harsh Dev Singh while commenting upon the blame game between LG administration and the elected government of Omar Abdullah. From demolition of the house of MEDIA reporter to collapse of law and order in the UT and derailment of developmental process there in, the two power centres continue to evade responsibility, deflecting blame to one another thereby rendering themselves as objects of contemptuous humorous disparagement. With BJP claiming its own man(apna banda) at the helm of affairs in J&K and its leadership acting as his spokespersons and agents, the role of elected government in J&K continues to be mired in ambiguity. And at the top of it, the "Government Business Rules" defining the powers have still not been approved despite lapse of over an year of government formation leaving the scope and authority of elected government akin to municipal body. Singh said that while the central BJP government continues its experimentation with J&K, the UT continues to bleed, suffer and incarcerate. Common people are an exasperated lot with faith in none. The absurd explanation being given to them for lapses, failures and misadventures have only evoked cynicism amongst the masses. He asserted that somebody has to accept the responsibility for unpalatable actions of the administration like demolition of houses of citizens as the democratic system hinges on the concept of transparency and accountability. And while the CM has categorically stated that his government is being defamed by such selective actions and even sought the details of all encroachments on JDA and other land and putting them in public domain. Amusingly however, an Ex-President of BJP and a defeated MLA has become the spokesman for LG administration making statements in the media that LG has no role in the said demolition process. It's the same BJP leader who once said that "humara apna banda" (our own man) is becoming the LG of J&K. The recent one year has witnessed a mad race between the LG administration and Chief Minister's secretariat in issuing transfer orders of JKAS, JKPS, Senior officers one after the other, regardless of the interest of the administration or the stay of the incumbent. But in matters of public interest, law and order, development, employment generation etc. both the power centres choose to adopt an evasive and quiescent approach merely accusing one another of being at fault. Who has the last laugh remains to be seen, said Singh, but the pertinent question remained that who was taking unpleasant disagreeable decisions in the government? If LG and Omar government are both denying the demolition of the house of the Jammu reporter, then who did it? Is it some doppelganger, some ghost, some other spectral entity or a Phantom? The answer needs to be given to the people, asserted Singh. |
