No end to mess at University of Kashmir as contractual teachers receive salary during winter vacation
Vested interests want their continuation for next session as well

SRINAGAR, Feb 13: Despite the fact that winter vacation is suspended at University of Kashmir on account of winter vacation some of the people having vested interests want to extend the engagement of 'blue-eyed' contractual teachers beyond the previous academic session.
These vested elements are enjoying the full support of the academic section of the varsity with the said section issuing at least two orders in this regard. The orders have been issued as a cover up for the contractual teachers so that they get in at the varsity and then make a claim on the permanent positions.
Assistant Registrar, Administration TW, University of Kashmir issued a circular asking the heads/directors/coordinators of the various teaching departments at the varsity to communicate about the actual number of contractual teachers whose services need to be utilized during the winter vacation to the office. The last date for communication in this regard was set as February 10, 2019.
"All the Heads/Directors/Coordinators of the Teaching Departments/Research Centres/Institutes/Satellite Campuses/Rector (s) Leh & Kargil campuses are requested to communicate the actual number of Contractual Lecturers whose services need to be utilized during the Winter Vacation to the office of the undersigned by or before 10-02-2019 in the enclosed format," read the circular.
The circular further reads, "The Heads of the concerned Departments shall give justification of the work to be carried by the Contractual Lecturers during vacation should duly be endorsed by the Dean Academic Affairs."
Sources told Early Times that the issuance of circular is somewhat out of mind since it has been issued when the teaching work is suspended at the university. They said that there are many departments in the university where the services of contractual lecturers were not needed but still then they were engaged by these departments.
"It was during the tenure of former Vice-Chancellor and Dean Academics that the proposal was mooted to engage contractual lecturers for three years and not session wise. The then Dean Academics wanted his daughter to be engaged as contractual lecturer in one of the departments while as then Vice-Chancellor wanted some of his favourite students to be contractual lecturers for a period of at least three years," said sources.
Sources said that under a plan some of the heads of the various departments have given their nod for continuation of contractual lecturers engaged last year. They said that most of the contractual lecturers are visiting the varsity without doing anything. They said that some of the higher ups of the various departments have written that they are teaching the research scholars in these departments.
"This is a huge case of corruption since many of the Section Officers receive a particular amount from these contractual lecturers and then forward the attendance to the concerned section so that the salary is released for the contractual lecturers. In this way salary is paid to contractual lecturers for the period when they are doing nothing," said sources.
Sources said that the issue needs to be probed so that the truth comes out and action is taken against the guilty. Kashmir University Teachers Association (KUTA) has already demanded that contractual lecturers should be appointed session wise and not at a stretch for three years.
