Estates Department's B-Block in Gandhi Nagar turned into fiefdom of Police officials
Senior Police officers involved in rape of municipal law

JAMMU, Oct 17: Senior Police officers, who have been allotted residential accommodation by the Estates Department in Jammu's Gandhi Nagar area, have committed rape of all municipal laws by making encroachments and raising unauthorized structures---some under pressure by the Estates Department and others by the Police Housing Division.
Government sources revealed to Early Times that a number of IPS officers, particularly in B and A blocks of Gandhi Nagar quarters have forced the Executive Engineer and the AEE of the Estates Department to convert their houses in palatial set ups with massive renovations, additions and alterations. In certain cases, tiling and bathroom fittings have been changed as many as three times a year so as to please the tenants and their wives.
At least two senior IPS officers have forced the engineers to spend Rs 40 Lakhs on such renovations. Former Executive Engineer Raashid Mustafa has lavishly obliged these tenants with the additions and alterations of their liking without seeking necessary approval from the higher authorities. Both the officers had initially occupied houses in 'B' Block but each of them has managed to get upgraded accommodation allotted in the up scale 'A' Block.
It has been noticed that these officers have also forcibly encroached upon the backyards of four more tenants and raised on them unauthorized structures including garages, bathrooms and barracks for their PSOs and escort personnel in 'B' Block. Law Secretary Mohammad Ashraf Mir, General Administration Department Secretary Ashraf Bukhari, National Conference MLA Peer Afaq ['B' Block] and PDP MLA and former Minister Javed Mustafa Mir ['A' Block] have been officially identified as the victims of the senior IPS officer' highhandedness.
Estates Department's engineers confirmed all these encroachments and told the ET Plus that they were harassed and threatened to make constructions, including lavish renovations, as per the directions of the Police officer's families. While as the NC MLA Peer Afaq has returned his quarter under protest to the Estates Department and desired to live at a private house, the PDP MLA Javed Mustafa's protests have gone unheard in the corridors of power.
Informed sources revealed further that the Police officers have also forced the Police Housing Division Executive Engineer Mr Khwaja to illegally spend his department's funds on the unauthorized structures built up on the backyards of several quarters in 'B' and 'A' Block even as no permission was sought from Jammu Municipal Corporation and other government departments.
A group of Jammu-based RTI activists and legal practitioners is currently drafting a writ petition, seeking J&K High Court's direction to State Vigilance Commission and Crime Branch to register criminal matters of corruption, misuse of official position, violation of municipal laws and master plan, criminal trespass, dereliction of duty and criminal nexus against some Police officers, officials of Estates Department and JMC.
Officials of Estates Department declined to say anything on record but confirmed that Deputy Director Jammu had served notices to some influential tenants, including two senior IPS officers, for raising unauthorized structures and encroaching upon the backyards of some premises of the neighboring tenants. As executive magistrate, the Deputy Director has also ordered demolition of the unauthorized structures and restoration of the dismantled compound walling. However, these orders have not been implemented in the last 10 months.
Sources revealed that Law Minister Mir Saifullah's house, on which the first floor is being raised without permission from JMC, was not the only case of violation of law. "At least 10 other tenants have forced Estates Department to raise similar structures in violation of all laws", said a well-placed source.
