KU fails to provide assistance to physically challenged Audit reveals huge difference between allotted funds, expenses incurred 1/17/2016 11:48:27 PM Peerzada Ummer Early Times Report Srinagar, Jan 17: University of Kashmir has reportedly failed to provide any assistance to the Physically Challenged Persons (PCP) during the past year. Persons with disabilities Act (PDA) 1995 states that physically challenged persons should be given access to education at all levels. The UGC had also started several schemes in the varsities including the University of Kashmir. Details reveal that in the past year 741 PCPs were given counseling at the enabling unit of the University of Kashmir. What is raising several eye brows is that it's mere 26 percent that is 190 such persons were enrolled in various post graduate courses offered by the Kashmir University- indicating how dismal was the performance of the unit established in the varsity for the physically challenged lot. The UGC had allotted Rs 27 and Rs 18.77 lakhs for the implementation of the scheme. The audit conducted in the past, the copy of which lies with the Early Times, revealed that an expenditure of RS 63.72 lakh was shown incurred. The reasons for such a huge difference between the release of funds and expenditure incurred were not provided. Sources informed the Teacher Preparation in Special Education (TPSE) scheme was meant for assisting departments of education to launch special education teacher preparation programs for preparing special teachers to teach children with disabilities in both special and inclusive settings. The scheme provides financial assistance to offer B.Ed and M.Ed degree courses with specialization in one of the disability areas. Records however reveal that the University of Kashmir had failed to launch TPSE scheme at B.Ed and M.Ed level. When the issue was inquired by the GoI, the university authorities had replied that due to the non- availability of funds, the program was not launched. Such an excuse was deemed as farce as the UGC had already allotted funds for the purpose. Sources informed that till date there had been no investigation initiated over why such a vital program was dumped and why the concerned authorities deemed it unimportant to extend helping hand towards disabled people. Pertinently, the University of Kashmir, which was established on September 5, 1969 provides higher education in Kashmir and Ladakh region offering post graduate and research programs in 38 teaching departments, 15 research and extension centres.
