Early Times Report

Jammu, Dec 14: Security agencies have arrested another youth from Jammu and Kashmir in Arunachal Pradesh for allegedly spying for Pakistan, marking the third arrest in the case within a few weeks.
The latest accused, Hilal Ahmed (26), was apprehended from Aalo town in West Siang district, where he had been residing. He is accused of sharing sensitive information with handlers based in Pakistan, officials said.
Earlier, the first accused, Nazir Ahmad Malik, a resident of Kupwara district in Jammu and Kashmir, was arrested on November 22 for allegedly collecting and transmitting information related to troop movements in the region. Following his arrest, the second accused, Sabir Ahmed Mir, also from Kupwara, was detained from Itanagar, the capital of Arunachal Pradesh.
The presence of all three accused in Arunachal Pradesh—over 3,000 kilometres away from Jammu and Kashmir—has raised serious concerns among security agencies, pointing to a wider conspiracy to activate anti-national elements in the strategically sensitive border state.
West Siang Superintendent of Police Kardak Riba said Hilal Ahmed arrived in Papum Pare district on November 25 to attend a trade fair.
He possessed a valid Inner Line Permit (ILP), and his documents were found to be in order. However, intelligence agencies flagged his activities as exhibiting “potentially dangerous behaviour”, prompting his arrest. He was later handed over to the police in Itanagar for further investigation.
In the first case, police registered an FIR against Nazir Ahmad Malik after arresting him from Chimpu village in Itanagar district, based on credible and actionable intelligence regarding his movements.
During interrogation, Malik allegedly admitted to sharing information about Army installations and troop movements with Pakistani handlers using the Telegram app.
Investigators also recovered two mobile phones containing incriminating Telegram chats, in which Malik allegedly received instructions on planting rudimentary explosives and carrying out arson attacks aimed at destabilising the security establishment.
Information obtained during Malik’s interrogation led police to Sabir Ahmed Mir, who was subsequently arrested from Abotani Colony in Itanagar.
Sources said Mir was in contact with the same Pakistan-based handler and was allegedly tasked with exploring ways to facilitate the illegal entry of Pakistani nationals into India, though further details are still under investigation.
According to the FIR, deleted data recovered from Sabir Ahmed Mir’s phone further strengthened suspicions about his involvement in the espionage network.
Preliminary findings suggest the accused were sharing confidential information, coordinating with hostile foreign operatives, and were part of a broader attempt to undermine public order and national security.
