| J&K fixes 7-day deadline for inspections of 8 online services | | BUSINESS REFORMS ACTION PLAN | |  Early Times Report
JAMMU, Sept 12: The Jammu and Kashmir Government has prescribed a maximum timeline of seven working days for conducting field inspections related to eight identified online services of the Housing and Urban Development Department (H&UDD).
The decision has been notified through Government Order No. 193-JK(HUD) of 2026, issued on September 11, 2026, as part of the administration’s ongoing implementation of the Business Reforms Action Plan (BRAP). According to the government order, the maximum permissible period for conducting a field inspection will be counted from the date of scheduling or receipt of the application on the concerned online portal.
The prescribed seven-working-day timeline will apply to the following services:Certificate of Vending (Street Vendor Licence).Municipal Trade Licence/NOC for Commercial Establishment.Sewerage Connection.Building Plan Approval.Permission for Alteration, Addition, Revision or Revalidation of Building. Permission for Demolition and Reconstruction of Building. Plinth Approval of Building. Occupancy/Completion Certificate of Building
The order has been issued in continuation of Government Order No. 43-JK(HUD) of 2026 dated February 27, 2026, and seeks to formalise time-bound procedures for inspections linked to identified online services.
The move is aimed at ensuring greater efficiency, transparency and predictability in the delivery of urban development-related services, while reducing delays in processing applications.
The order has been issued by the Housing and Urban Development Department under the authority of the Government of Jammu and Kashmir. It has been communicated to the Additional Secretary (J&K), Ministry of Home Affairs, Government of India, all Administrative Secretaries, Heads of Departments of H&UDD, the Director of Archives, Archaeology and Museums, as well as other concerned offices.
The notification has been signed by Mandeep Kaur, IAS, Commissioner/Secretary to the Government, H&UDD.
The prescribed timeline is expected to provide applicants with a clearly defined timeframe for the inspection stage of these services and strengthen the implementation of the government’s business-reform and ease-of-doing-business measures in Jammu and Kashmir. |
