India’s diplomatic push isolates Pak on terror after Pahalgam carnage

31 nations, 6 global forums back India’s fight against cross-border terror

Jammu, July 31: The Lok Sabha was informed on Friday that sustained diplomatic efforts by India have led to stronger international recognition of the threat posed by cross-border terrorism emanating from Pakistan, with several countries urging Islamabad not to allow its territory to be used for terrorist activities and global bodies taking action against Pakistan-backed terror outfits.
Replying to an unstarred question by MP Pratima Mondal, Minister of State for External Affairs Kirti Vardhan Singh said the Government has consistently sensitised foreign governments about cross-border terrorism through high-level engagements and official interactions. India has also established Joint Working Groups (JWGs) on Counter Terrorism with 31 countries and six multilateral groupings, where the issue is regularly discussed.
The Minister said these sustained diplomatic efforts have resulted in greater international understanding of India’s concerns over Pakistan-sponsored terrorism. Several countries have publicly called upon Pakistan to ensure that its territory is not used for terrorism in any form.
Highlighting the international response following the April 22, 2025 Pahalgam terror attack, the Government said India’s actions to defend itself against terrorism received broad global recognition. The condemnation of the Pahalgam attack was reflected in multiple international documents, including the United Nations Security Council (UNSC) Press Statement issued on April 25, 2025, the 4th India-Central Asia Foreign Ministers’ Dialogue, the Financial Action Task Force (FATF) Public Document, the QUAD Foreign Ministers’ Joint Statement and the BRICS Leaders’ Summit Declaration.
The Government further informed Parliament that the United States designated The Resistance Front (TRF), a proxy of the Pakistan-based terrorist organisation Lashkar-e-Taiba (LeT), as a Foreign Terrorist Organization (FTO) and Specially Designated Global Terrorist (SDGT) on July 18, 2025, for its involvement in the Pahalgam terror attack. The 36th report of the UNSC 1267 Sanctions Committee Monitoring Team, released on July 24, 2025, also acknowledged TRF’s links with the attack.
The Minister said India’s sustained diplomatic campaign has also resulted in the listing of several Pakistan-based terrorists and terrorist organisations by the United Nations, the European Union and other countries. He cited the extradition of Tahawwur Hussain Rana from the United States to India on April 9, 2025, to face trial for his alleged role in planning the 2008 Mumbai terror attacks as another significant diplomatic achievement.
The Government also underlined India’s efforts to expose Pakistan’s deficiencies in curbing terror financing. It noted that India consistently highlighted Pakistan’s failure to prevent financial support to terrorist groups, leading to sustained international scrutiny through the FATF. Pakistan was placed on the FATF Grey List three times, most recently between June 2018 and October 2022, compelling it to initiate action against several internationally designated terrorists, including those linked to the 26/11 Mumbai attacks.
On India’s broader foreign policy, the Minister said strategic autonomy remains a key pillar of the country’s diplomatic approach. He stated that India’s foreign policy is guided solely by national interest, and its relationships with major global powers, including the United States, Russia and European countries, are pursued independently. India’s participation in groupings such as BRICS and the Shanghai Cooperation Organisation (SCO), he said, is fully consistent with its foreign policy objectives and does not affect its bilateral partnerships with other nations.
Responding to a query regarding the growing strategic convergence between China and Pakistan following reports of Chinese support to Pakistan during Operation Sindoor, the Government said it closely monitors all developments affecting India’s national security. The Minister assured the House that the Government remains committed to protecting India’s national interests and will continue to take all necessary measures to ensure comprehensive national security across all domains.
