Early Times Report Jammu, April 10: After issuing controversial circular on State flag on March 12, 2015, the General Administration Department (GAD) of State Government today committed another blunder by transferring an official of Civil Secretariat who retired two years back. One Head Assistance who has been transferred on March 9, 2015 from Planning and Development Department to Power Development Department retired two years back but the GAD officials were not aware of the fact. Credible sources said that there was total anarchy in GAD and those at the helm of the affairs were not knowing about the secretariat staff. While issuing transfer orders, the GAD officers did not even confirm whether the officials they were transferring were serving or not. Order No 528-GAD of 2015 dated 9-4-2015 said: "In the interest of administration following transfers adn postings of the Section Officers and Head Assistants of J&K Secretariat (Subordinate) Services are here by ordered with immediate effect".
