Deptt releases payments in his favour while others wait for years
Influential contractor allocated four works against single tender

rajouri, Sept 12: In yet another case of favoritism, the Public Works Department (PWD) in Sunderbani Sub Division here has allotted multiple works worth lakhs to an influential contractor against a single tender, in brazen violation of norms.
Not only this, while other contractors have been awaiting payments for around a decade, this influential contractor has managed to get most of the payments released.
Official sources said in 2015 the Divisional Engineer Nowshehra allotted work worth around Rs six lakhs for construction of Devak-Damlay road to this contractor after he bagged the tender.
"But even before laying of single stone, the contractor was allotted three more works on the same road without any tendering," said an official.
As if the undue allotment of the works was not enough the contractor managed to get most of his payment released, while others were running from pillar to post for their payments for years. This alleged discrimination left the other contractors up in arms. "When we told him(influential contractor) how could he get his payments released within year when our payments are pending since 2007, he said he was willing to help us in getting payments released provided we are willing to pay bribe to officials in the civil secretariat," the agitated contractors told Early Times.
The contractors said there was a liability of around Rs 1.5 crore of their pending payments with the government. "How can government have two yardsticks in the same region or is that only greasing palms is the way to get contracts or payments," the contractor said demanding an inquiry into the matter.
When contacted Commissioner Secretary R&B Rohit Kansal said the matter would be seriously looked into. "Strict action will be taken against the concerned if the complaint is found genuine," Kansal told Early Times.
