Ration sale not deposited in treasury

Jammu, Dec 6: In yet another scandal in the Consumer Affairs and Public Distribution (CAPD) department in Kishtwar, several crore rupees collected on account of sale of ration in Padder subdivision from 2014 to ending 2017 was not deposited in the treasury, the Early Times has learnt.
The government had supplied ration to the people on subsidized rates at various centers across the state including Kishtwar and accordingly, the former Assistant Director CAPD released ration for food store Gulabgarh, Atholi, Kijayae, Kidroo, Sohal, Kabban, Ungaie, Ishtyari, Tun, Palali, Ligri, Massu and Machail for sale to consumers.
As per the set procedure, after selling the ration to the consumers at these sale depots, the incharge of each sale depot is supposed to deposit the amount collected from the sale into the treasury against proper receipt.
But according to the sources, barring few employees of the CAPD department posted on these sale depots, majority of the employees did not deposit the amount in government treasury, as a result of which the government suffered losses to the tune of crores of rupees.
More than 95% population of Padder is totally dependant upon government ration supply. Sources said that the former TSOs, Assistant Directors and Directors were ceased of the matter, and instead taking steps to recover the embezzled amount, they covered the scandal.
Sources said that when a former TSO was posted for a short period in the area, he brought the matter into the notice of senior officials. He was however removed within months of posting.
As reported by Early Times in November 2017, former TSO Padder paid Rs 3 crore to contractors in violation of rules. While making the said payment, there was no mention of Rs 40 lakh payment in record books during the year 2009-10, 2010-2011, and instead of clearing the payments to the Padder based contractors, the said TSO Padder in violation of the rules and regulations made the payments on the name of Kishtwar based contractors without any proper approval.
The whistleblower had urged the then former Chief Minister Mehbooba Mufti and also the then FCS&CAPD minister Chowdhary Zulfikar Ali to order high level probe into the embezzlement of said money so that guilty officials involved could be prosecuted. Nothing was done.
The deep rooted corruption in the CAPD department, now renamed as FCS&CA, is continuously taking heavy toll on the poor people of Kishtwar town and its peripheries as people falling under Blow Poverty Line category are yet to receive rice for the month of January and February 2018.
As already reported by Early Times, in a previous scandal the government of Jammu and Kashmir sanctioned quota of 600 quintal of rice, 650 quintal (PH) and 66 quintal (AAY) for Kishtwar town and its peripheries; atta 430 quintal (NPH), 500 quintal (PH) and 66 quintal (AAY) and around 110 quintals of sugar for all categories per month. Accordingly in the month of September 2017, the government sanctioned three months ration quota viz October, November and December 2017 in favor of the Tehsil Supply Officer Kishtwar and the same was lifted from main store FCI Kishtwar to main store of Consumer Affairs and Public Distribution department. However out of three months sanctioned ration quota, the FCI Kishtwar store kept 500 quintal PHH ration reserved while majority of the ration lift from the said store was allegedly sold to private parties at higher rates through well coordinated nexus between the private shopkeepers and the officials of the Department at the helm of the affairs.
The allegations could be verified from the letter No. AD/FCSCA/K/2017-18/1332 Dated 17-10-2017 written by Assistant Director FCS&CA Kishtwar addressed to Supervisor FCI Godown Kishtwar directing him to release 504.33 quintals of Rice under PHH and NPHH quota for Kishtwar for the period of three months while in actual he had 1316 quintal Rice alone per month for all the three categories beside under MMSFES, there was 1650 quintals of Rice reserved as old balance quota at Kishtwar store and to cover up the embezzlement, the officials diverted 800 quintals of rice for distribution among the inhabitants for the month of October 2017.
Following Early Times report, the then minister during his Kishtwar visit suspended the TSO Kishtwar with immediate effect, however the minister did not issue any order for recovery of the embezzled ration swindled by the officials from time to time and under well planned nexus-the inquiry ordered by the minister was hushed up and the accused TSO was reinstated and is continuously enjoying the political backing and support from senior officials of the department whereas people are constantly complaining about non receiving of ration from time to time.
