Govt picks morally corrupt, sexual harassment accused Bashir Arif as Secretary JKAACL

SRINAGAR, Oct 16: One of the reputed constitutional bodies in the state is destined to go to dogs as the State Government is all set to appoint a 'morally corrupt' retired Government official as the Secretary of the constitutional body.
Early Times has learnt from sources that the search committee constituted by the State Government for the appointment of Secretary, Jammu and Kashmir Academy of Art, Culture and Languages has zeroed in on the name of Bashir Arif for the post. The formal order in this regard is expected in few days time.
Sources said that search committee under the chairmanship of famous Kashmiri poet Abdul Rehman Rahi has recommended the name of Bashir Arif for the post of Secretary. This is despite the fact that the finalized candidate has been indicted by Prasar Bharti Broadcasting Corporation of India in a case of sexual harassment.
Besides Rahi, the search committee also consisted of Professor N D Sharma, administrative secretary, General Administration Department (GAD) and administrative secretary, Department of Tourism and Culture.
Sources said that in 2007, then Station Director, Radio Kashmir, Srinagar, Ghulam Hassan Zia who was appointed as enquiry officer to probe the allegations of sexual harassment against Bashir Arif found that the allegations are true. The enquiry officer even went to the extent saying that more than one female employee has been sexually harassed by Bashir Arif who was then the Director, Commercial Broadcasting Service, Radio Kashmir, Srinagar.
In 2007, a Lower Division Clerk (LDC) namely Dilafrooza leveled serious allegations against Bashir Arif. In her complaint the LDC said that Arif sexually harassed not once, but more than that. Following this Zia was appointed as enquiry officer to probe the serious allegations leveled against Arif.
"While investigating the matter of alleging harassment by Bashir Arif, SD, CBS Radio Kashmir, Srinagar, number of employees working in CBS, Radio Kashmir, Srinagar also approached me and narrated some sad situations about the temperament, behavior and moral attitude of Bashir Arif," wrote Zia in the enquiry report.
The enquiry report further said, "Most of the employees including male and female expressed their disapproval of the behaviour and moral attitude of Bashir Arif. They complained about frequent confrontations with Bashir Arif, especially when it comes to dealing with official matters. As per their statement, the irritating and short tempered behaviour has turned the congenial working atmosphere of CBS service into suffocating situations."
The enquiry officer in the report said that controlling officers like T Angmoo, Salam-ud-din Bajad, Dr. Rafiq Masoodi, GH Zia and Ashraf Sahil have vouched for the character of Dilafrooza saying that she has always discharged her duties with upright character. He said that he also interacted with other employees who always held Dilafrooza in high esteem with the LDC being revered by one and all.
The enquiry officer wrote that other female employees namely Yasmeen, Librarian and Arifat Jan also narrated the pathetic episodes about sexual harassment by Arif. Zia submitted his report to T. Dolkar then DDG, I/C NR-I&II), Directorate General, All India Radio, Akashwani Bhawan, New Delhi. He in the report stressed the need for taking up the matter on priority basis and with serious attention as well.
It would be in place to mention here that Arif's likely appointment as Secretary would be in contravention of the Government order under which it has been made clear that there would be no re-employment of the retired Government servants. The order was issued by GAD on 07-05-2013 under order number 719-GAD of 2013. Arif retired as Director, Radio Kashmir, Srinagar in April this year.
