Mufti Sayeed has inherited difficult legacy

Yes, there is no doubt that Mufti Mohd.
Sayeed has inherited a difficult legacy from
the previous Government in Jammu and Kashmir. He seems to wear a proverbial crown of thorns because of various omissions and commissions having been committed by the previous National Conference-Congress coalition Government in the state. Well it would be wrong if one believes that Mufti Sayeed has also inherited a difficult security scenario. If the security forces deserve credit for having contained the activities of militants and having succeeded in reducing the level of militancy related incidents of violence the previous NC-Congress coalition Government to has the right to share the success of having contributed to the improvement in the security situation. It would be wrong to say that bet ween 2008 and 2014 the security scenario in Jammu and Kashmir did not witness marked improvement. If drop in the rate of militant ingress from across the border and sustained operations against militants leading to their elimination or arrest had proved to be the main factor responsible for improved security situation, one may not afford to either sideline or ignore the efforts of the NC-Congress Government for supplementing the task of the security forces. Yes, as far as the working of the previous coalition Government was concerned it is blamed for setting up a new record on poor governance leading to a new type of mess in the administrative set-up.
Since the PDP-BJP Government has assumed office reports on various scams have started surfacing. These scams pertain to the utilization of funds under the MGNREGA scheme. The latest report indicates that the Comptroller and Auditor General of India has uncovered MGNREGA's fake accounts which itself indicates that concerned officials had opened fake accounts for swindling huge sums. That the Omar Abdullah led Government had caused enormous financial loss to the state exchequer by having re-employed a number of senior officers including Principal of a Medical College and some commissioners. When one talk about the Mufti having inherited a difficult legacy one refers to the growing problem of unemployment. The previous Government's employment and welfare programnme could hardly resolve the problem of unemployment because the NC-Congress coalition Government had failed to attract private and central Government investment in the sector of industry with the result the job avenues remained squeezed to the Government departments. The previous Government had also failed to prevail of the Congress led UPA Government to reserve some job quota in Armed Forces and paramilitary forces. The NC-Congress coalition Government simply wastes its energy and time on raking up extraneous issues and raising emotive issues. It could happen only in a coalition Government run by the Congress and the National Conference that over 124 schools were found to have no students. Despite this teachers had been appointed who continued to draw their salary and funds were being shown to have been spent on various activities. There have been several hundred schools that have no toilet facilities and the pass percentage in Government run schools has remained very low compared to the pass percentage in the private schools. This has been the outcome of lack of discipline. There has been scores of senior teachers who have not been transferred to the schools in towns and villages after they managed to work as clerks in the school Education Department and in the civil secretariat or in the zonal education offices. There have been scores of senior officers have not faced a transfer for years together with the result the level of corruption had touched a new high in Jammu and Kashmir. Yes, the Mufti led Government has started digging skeletons from the cupboard of the previous Government which is important as that could prevent corrupt officials from following the old beaten practices. But it would be politically unwise and a hollow administrative step if the PDP-BJP Government utilizes all its energy, time and resources on digging the skeletons from the cupboard of the previous Government. The PDP-BJP Government should set the stage for "vikaas" (development) which alone could help the two to retain power in the state. The first task the new Government is supposed to complete should be in the shape of disbursement of relief and compensation to flood affected people and initiate measures for their rehabilitation. It should be followed by war against unemployment and corruption. If The Mufti fulfills its people may follow him like ardent supporters.
