ZEO mocks CEO, twists communication as per convenience of accused schools

Jammu, Jan 10: In an apparent act of twisting official communication deliberately, a Zonal Education Officer (ZEO) Chassana has forwarded a tailored communiqué to the schools as per their convenience, thus mocking order of the Chief Education Officer (CEO).
According to highly placed sources, the CEO had asked the ZEO Chassana to take action against illegally running schools and lodge FIR against them but ZEO instead of communicating same thing to the illegal schools, gave them space to rectify mistakes.
After taking cognizance of the RTI filed by advocate Kovid Khosla, CEO Reasi wrote to concerned ZEOs, maintaining, "You are directed to close all these (illegal) private schools running in your zones illegally without obtaining permission and lodge an FIR in the concerned police station for this illegal operation," CEO wrote, adding "Action taken report may be conveyed to this office within five days." But, instead of conveying same thing, ZEO wrote to schools, directing, "You have already been directed by this office order No.ZEO/Chass//1103 dated 27-10-2016 and ZEO/chass/1028 dated 15-10-2016 to close your private schools running illegally without obtaining permission but you did not act accordingly," adding, "So you are finally directed vide CEO Reasi order No CEO/RSI/10446 dated 26-10-2016 to close your school within five days otherwise FIR should be lodged against you."
While the CEO clearly directed ZEOs to register FIR against illegal schools, the ZEO directed private schools to rectify and do needful, otherwise FIR shall be registered, thus granting them latitude through the tailored communication.
The illegal schools in Reasi, as admitted by CEO included Guru Nanak Public School- Neeli (Chassana), Neeraj Hill Institute of Education -Sarrote, Gousia Public School-Banna-Kallaban, National Public School-Singhkote, Vishal Model Academy-Geeta Nagar, Reasi and Saraswati Academy-Mari, Reasi.
