Identification certificates being mistaken for domicile certificates

Are those settled in the spacious lawns at the foot of the Hari Parbhat non-state subjects ? What about those who had come from Xinxiang or Tibet ? Are they non-state subjects settled in the Kashmir valley ? The Revenue Department has laid emphasis on the settlement of non-state subjects most of them from West Pakistan who are settled in various parts of the Jammu region.Why the Government has concealed information about those non-state subjects who reside in Srinagar and in some adjacent areas? Is it because most of them belong to majority community. If the Government report is to be believed there are over 11,000 families of non state subjects including the West Pakistani Refugees who are settled in different parts of Jammu and Kashmir, The Revenue department has revealed that besides large number of West Pakistani refugees many other families who are not the permanent residents of the state are settled mostly in the Jammu region. The disclosure comes after protests in Kashmir over issuing of domicile certificates to non state subjects. The separatists and opposition parties have alleged that issuing domicile certificates to West Pakistan refugees is an attempt to change the demographic character of the state. The government, however, reiterated that it has no plan to provide the rights of the permanent residents to the West Pakistan refugees, who have been recently issued identity certificates to enable them to get the jobs in Central government departments. Among the non state subjects who are settled in the state, a large chunk is contributed by the West Pakistani refugees while in Ladakh there are also 1208 Tibetan refugee families, who are settled and have occupied the state land, the government revealed. It stated that the Tibetan refugees and other non state subjects including the West Pakistan refugees are being provided different facilities including ration, electricity, water and road connectivity. "While only two families are settled in the Kashmir, rest of the others are living in different areas of Jammu region. A family which has migrated from Haryana is living in Bandipora while another had migrated from Pakistan occupied Kashmir (PoK) in 1947 and is now settled in Baramulla," the government disclosed It is unfortunate that issuance of identification certificates to west Pakistan refugees was misconstrued for issuance of domicile certificates.And this wrong impression engineered by separatists too had become an issue during the recent turmoil in Kashmir despite the fact that the Government issued a clarification saying that these identification certificates were issued to enable them to secure jobs in central Government departments,especially the Armed forces,paramilitary forces.These certificates were also needed to ensure their safety during search operations launched by the security forces in the border areas.The Government claims that these non-state subjects areprovided facilities kincluding supoply of water,electricity and road connectivity. Do not these facilities are available to non-state subjects settled in Kashmir?
