VVIPs illegally occupy more than 4 Lakh kanals of Kahcharai land in J&K

Syed Junaid Hashmi
Early Times Report

JAMMU, Jan 11: Despite vehement claims of state government of having retrieved 5000 kanals of Kahcharai land in the last 5 years, Minister for Revenue, Relief and Rehabilitation Syed Basharat Bukhari today admitted in legislative council that more than 4 lakh kanals of Kahcharai land is still under unauthorised possession.
Bukhari admitted that the total Kahcharai land which under the unauthorised possession or has been illegally grabbed by powerful politicians and other VVIPs has increased from 3 Lakh Kanals to 340736 Kanals 8 Marlas in Kashmir division. Minister in his written reply has said that the position in Jammu region is slightly better since only 67544 Kanals 19 Marlas of Kahcharai land is under illegal possession in Jammu region.
Bukhari admitted that the land is under illegal possession of politicians and other VVIPs but added that no one would be spared. According to Bukhari, land grabbing is an acute problem in Baramullah in Kashmir region and Udhampur district in Jammu region. He said that 60886 Kanals of land is under unauthorised possession in Baramullah district and 38430 kanals in Udhampur district of Jammu region. Kupwara, Pulwama and Shopian are the other districts in valley where the unauthorised possession has touched heights.
Bukhari said that though the eviction of unauthorized land is a continuous process but due to prevailing situation in the state especially in Kashmir valley, the work for retrieving of encroached land was halted to some extent. He asserted that formulation of comprehensive policy for eviction of encroached land is necessary adding that very soon this policy would be framed and under which strict action would be taken against the encroachers.
He said that utmost priority of the government is to retrieve all encroached land whether state or Kahcharai land and same would be utilized for developing public infrastructure besides other welfare activities. Revenue Minister said the list of individual occupants of the land being voluminous is being compiled and can be provided to the members separately.
He said the field officials of the department are under explicit instructions to take effective steps for eviction of unauthorized occupation upon Kahcharai land. Minister said the government has taken necessary measures to retrieve the state/common land from the encroachers and illegal occupants by impressing upon all subordinate field functionaries to take adequate steps in accordance with various laws in force.
Yasir Reshi and Saif-ud-din Bhat both said that the revenue officials have been doing pick and choose while taking action against the land grabbers. "There are several notorious land grabbers but no action is being taken against them while revenue officials prefer oppressing poor and downtrodden. This should be stopped immediately and a serious eviction drive should be started against the powerful VVIP land grabbers," demanded the MLCs of PDP.
Citing an instance, PDP MLC Saif-ud-din Bhat said that complaint was against the VVIPs who have encroached Kahcharai land in Humhama colony while the revenue officials are harassing the villagers in Humhama village. "They should have taken action against those who have grabbed land in VVIP Humhama colony but they have gone after the poor villagers of Humhama. A large delegation had come to me seeking justice and demanding action against revenue officials," said the MLC.
