rajouri, Jan 11: In a brazen violation of service conduct rules, a class fourth employee appointed as "junior mali" is working as a "head clerk cum cashier" in the Division Forestry Office of Social Forestry Department here.
Official sources said the class fourth employee who was actually supposed to work in the field as "gardener or guard" has been illegally given the chair of "cashier cum head clerk so that the bungling done by the concerned don't get exposed."
"The class forth employee is being pampered only because he is privy to numerous bungling done by the concerned higher ups whereby millions of rupees have been swindled over the years," the official sources said.
They said the class fourth employee is enjoying undue privileges for the past over a decade. "Given the sufarish of some officials, he joined this office with a silver spoon," the insiders said.
But while the lower most employee enjoys privileges and powers of his seniors, the employee actually meant to work as cashier cum head clerk has been sidelined.

ng exploited by his superiors only because he doesn't enjoy any influence. "This humble man is being made to do menial jobs like serving water and tea to his bosses, something which he is actually not supposed to do," the officials said.
The sources said over the years this cashier has been systematically weakened to a level that now he no more questions being sidelined. "Basically the problem in government job is that if you don't enjoy political patronage or are close to corrupt babus who call the shots you get sidelined and live to be unheard. Ultimately such poor officials never complain of abuse," the officials agreed.
When contacted a senior official in the Social Forestry Department admitted that the "influential Class Fourth employee is calling the shots as cashier cum head clerk."
"This is a known reality for years which we're unable to reply. You better ask the concerned minister over this," the official told Early Times.
Meanwhile sources in the Vigilance organization said the matter has come to their notice. "We have got feelers of this mischief, wait and watch," said a source.
