Jammu, Feb 7: In a shocking incident, the department of school education has given additional charge of two schools along with drawing and disbursing powers to a tainted principal who has been indicted in a case of financial fraud and is facing inquiry.
According to sources within the department, Raj Kumar, Principal of the Government Higher Secondary School Khour conniving with his clerk indulged in fraudulent withdrawals aggregating to Rs. 13,07520 from the government treasury through salary bills of the employees who had retired.
After eT carried a report of the financial fraud by the said principal last month, the education department initiated an inquiry through a committee of two officers of the rank of Joint Directors; but shockingly, even when the inquiry is on and the committee is yet to submit its report, the erring principal has been given additional charge of Government Higher Secondary School Planwala and Government High School Gurha Manasa (Pargwal) along with DDO powers.
"The orders issued the previous day speak volumes of the complete lack of probity and accountability and deep rooted nexus of the corrupt officers in the education department" said a senior lecturer in the department. "Huge financial irregularities by the accused principal were reported by an audit committee which in itself is a probe panel. Where was the need of another inquiry?" he questioned, alleging that the inquiry was a mere eye wash.
According to the report of the audit in possession of ET, the excess fraudulent withdrawal done by the accused was against Rikhi Kumar, to the tune of Rs. 1,32,169, Raghbir Singh Rs. 2,28,400,Roshan Lal Rs. 2,14,200, Shamsher Singh Rs. 1,49,151 and Rs. 3,83,600 (two entries) and Naresh Kumar Rs. 200000, aggregating to Rs. 13,07520.The report revealed that Shamsher Singh, an employee of the institution retired on 31.7.2013, but the principal withdrew his salary for the months of August 2013 and September 2013, vide Treasury bill no. 38 dated 5.9.2013 amounting to Rs. 52098/-. Similarly Naresh Kumar, Ex -employee of the institution retired on 31.3.2014, but his salary for 4/2014 and 5/2014 was also withdrawn vide treasury bill no 03/0202 dated 5/5/2014 amounting to Rs.62,130.
