Dereliction in Duty: Hiding Behind Lame Excuses
4/20/2017 10:12:34 PM
Bhushan Parimoo

Daily doses of palliatives administered by the Government of India to the State subjects of Jammu and Kashmir State without fail to reduce the severity of a tormented condition of the people but without curing it. The palliatives are nothing but for which the palliatives are given and that is to keep the hope alive that the next morning shall create a congenial atmosphere for the peace and tranquillity. The people of the state have been aspiring for it since the day GOI assured protection under the instrument of Accession. It is a carrot and stick story. A special line of treatment has been just announced this time that centre has decided to involve senior security experts including former officers of Army, Central Armed Police Forces (CAPFs), Intelligence agencies and others, who have worked in Jammu and Kashmir during militancy and were well versed with situation in the Kashmir valley. Does it makes one to construe safely that rot has been allowed to creep in by earlier ones. In case so there is substance in this , then why no actions were taken for dereliction of duties .
Instead the derelictions of the officers were awarded by promotion and pomp postings. Government of India owes a explanation to the state subjects who are in their protection how infiltration of 1965, 1971, 1989 which stared from 1984, Kargil intrusion took place. Present scenario which owes a mass scale infiltration of Guns, fire ammunition and communication facalties of highest order. Guns are not needles nor the infiltrators which can be thrown over the fence. Even hordes of Youth from both sexes went to other sides in on foot some of them were from main Srinagar , who are not accustomed to traverse in mountain redges.
It is a well known state principle that for doing such an important state duty to safeguard the integration and sovereignty we have batteries of intelligence gathering agencies in the state of the central government, right from RAW, IB, all the three wings of Indian army besides wings Paramilitary forces, apart from state wings of intelligence apparatus, For achieving this objective who have unaccountable funds for the task that runs into millions. The hefty amounts are spent but where these are or have been spent; nobody knows. However, there are well founded doubts and sufficient inkling of its swindling at higher echelon of the apparatus.
How well the adage, 'the ship of administration is the only ship which leaks from the top applies to the prevailing situation.. It is often referred by a investigating police officer, in his report, a standard quote, that if the hedge to protect the farm starts devouring it, none can save the farm. The readers may like to know when Pakistan was defeated, the British Defence institute called it one of the best minutely planned war strategy after second world war .
The Pakistan soldiers said we had better soldiers but bad Captains. Indian Army soldiers are one of the best but leadership is found wanting. Contemplation of raising a wall on the border in the j&K State as the Media reported has been rejected. It must have been the international border(IB) with the Pakistan starting from Lakhanpur Kathua up to Chicken Neck in Jammu . From there onwards, Line of Actual Control rechristened from the Cease- Fire line up to Siachen which has been redrawn after Simla Agreement between the two warring countries. What baffles the State Subjects, the only one by law are bonafide stake holders. On what grounds Government of India, the signatories of the instrument of Accessions, doled out its own land which it had assured to protect. The idea of the raising the Wall is not new. In fact it was during mid seventies Dev Raj Dutt Sharma then Director Rural Development propounded that a high rise bund be created for obstructing enemies view on this side. it. It was well received in the official corridors and created ripples of hope among the people who always want peace. Even plans were laid sector wise and Action Plan cost estimation carried. After a few months abruptly idea was shelved and funds earmarked diverted. The reason given right so that while it may obstruct view from other side same shall be the case from this side. State Subject holders are driven with a carrot and stick promises from now all things will be better since Mountaibitten as Govern General Government of India in writing gave an undertaking to safe Guard the interest of the Jammu and Kashmir state on 26 October 1947. Every day palliatives are dosed that no more trouble for the people of the state.
When troops were advancing to clear state as it existed from the last intruder till last man and last bullet a motto of the soldiers was applied Cease fire was agreed to , maybe it was not the state who merged like others but accession on certain condition. The intruders from Pakistan Army in guise of civilian called Guerillas reached up to Batmallo in the Summer capital adjoining the present day Civil Secretariat. Forces were caught napping. It was Ch Din Mohmmad, of Darakashi Tangmarg who informed the authorities about the invader's assault at the risk of life. Choudhary Hashmat khan a Gujjar, Dhekadh by caste was numbardar of village Budhan in the Mahore in Reasi district. During guerrilla incursion in 1965, in the state, one fine morning village chowkidar reported him that some army personal headed by an officer are camping in school premise and has asked for him.He went to camp, , officer asked rudely and with force where are guerrillas, Hashmat was a weather beaten bird ,knew what he meant but feigned innocence and retorted what he means by guerrillas ,never heard in his life, are any wilds roaming here. Officer calmed down a bit said Pakistani intruders; he again pretended and said from where Pakistani has come, officer pointed towards Rajouri side. Khan posed him an uncomfortable question ,Sir border is far away from us ,it takes about three to four days of hard and brisk walk to reach border and moreover you are there to guard ,it is we who should ask you how they could manage to come this far unnoticed and who allowed them to infiltrate .
With charged tone he asked the officer that it is not wise to blame someone else , for the dereliction in duties of those who are deployed for it.You own an explanation for this Officer was caught on wrong foot, , Nambardar assured him that every possible assistance shall be given in mop up measures, which Hashmat Khandid Peoples participation is dire necessity but as equal partner while peace loving people are used as a common fodder. Charged scenario is a lucrative avenue for the politicians as well as the forces of all shade. That is how commoner feels on the basis of experiences. It is they who face the main brunt.
