SRINAGAR, Sept 25: The forthcoming elections to Zeshta Devi Prabandhak Committee (ZDPC) at Zeethyar here in the summer capital of the state seem to be 'fixed' and the present President of Committee is all set to be re-elected since nobody has stood against him in the election.
Early Times has learnt from sources that acting in an 'arbitrary' manner the President of ZDPC B B Bhat cancelled the membership of most of the executive members of the committee since these members approached the court. Following this none of the other executive members 'mustered' courage to file their nomination for the post of President and as such Bhat is set to be become President ZDPC yet again.
"For the past nine years Bhat has been the President of ZDPC and he is not going to lose his chair this time as well. The election to the ZDPC is just like a fixed match and only the formalities have to be completed. Bhat along with his favourites is going to be elected to the executive committee of ZDPC and they will continue to call the shots," said sources.
Sources said that the constitution of the Election Authority for the election is also 'fixed' since they are enjoying the benefits being extended by the present executive committee. The three members of the Election Authority are not working in impartial manner which they are supposed to.
"The members of election authority are staying within the premises of Zeshta Devi temple. The same has been done on the directions of the present President. The members of election authority are not paying any rent whatsoever to ZDPC and as such they are working in a partial manner. The stay of these members of election authority at the temple premises goes against the spirit of the election process," said sources.
Sources said that the executive committee of ZDPC violated the Model Code of Conduct and emptied the coffers of Zeshta Devi temple few days back. Since the election process has already begun the executive committee cannot empty the coffers of the temple. Despite knowing about this the members of election authority did not take any action against the executive committee members.
"The constitution of ZDPC was amended by the present President and he ensured that all his acquaintances as well as friends become the members of the committee. Once that was done the fee for membership was raised to Rs. 10,000. This was done to restrict the number of members and in this way the present President has been successful," said sources.
Sources said that most of the members of the ZDPC are the employees of Accountant General (AG) both serving as well as retired. They said that the amended constitution ensures that the general council members cannot fight the election for the post of President of the committee.
"It is feared that the forms of executive committee members who do not toe the line of present President may be rejected. This would ensure that Bhat emerges victorious in the election and becomes President of ZDPC yet again. The present President is staying at the accommodation constructed at the Zeshta Devi temple for the past nine months. This is despite the fact that ZDPC would have earned good sum as rent from the accommodation given to Bhat and his family," said sources.
Some of the former members of ZDPC said that the decision to hike the membership fee to Rs. 10,000 is unwarranted and should be done away with. These people said that the clock needs to be reversed and the membership fee should be Rs. 200 for one year. This they said would mean that more and more people join ZDPC.
According to the schedule drawn up nomination forms were accepted up to September 24. The scrutiny of forms was done today and the last date for withdrawal of nomination has been fixed as September 27. The postal ballot for the election would be accepted up to October 14. The election would be held on October 15and the results would be declared on the same day.
