Jammu, Oct 25: Though the Higher Education department has implemented the much awaited Academic Performance Indicators (API) score for promotion of college faculty members but it has left over 500 Assistant Professors fuming due to impracticable formalities sought by department from them.
The University Grants Commission (UGC) guidelines to implement API scores for promotion of College faculty members were issued years back but it were pending for implementation due to objections of college faculty members.
After long deliberations with various stakeholders the department finally implemented the API score but once again over 500 Assistant Professors are reportedly disturbed by the move.
The Assistant Professors informed Early Times that as per order the department has given relaxation of API scores to the Assistant Professors whose promotions were due till April 21, 2017. Whereas the Assistant Professors whose promotions are due after April 21, 2017 are asked to furnish API score for last three years.
"An Assistant Professor has to furnish API score, which is evaluated on the basis of his teaching, evaluation, learning, Co-curricular activities, Professional development and Research part.
How an assistant professor will collect these scores of last three years, when the guidelines were not implemented", an assistant professor said, adding that the order was in contravention to SRO-124, according to which API was only applicable for promotion to the level of Associate Professor whereas Assistant Professors were exempted from it.
The batch of APs, who had joined the department in 2007, 2009 and 2012 are badly affected by this order. "An assistant professor gets promotion as Senior Scale after four years of experience if he has Ph.D whereas in s/he has only M.Phil then he needs five years experience while a simple Post Graduate requires six years of teaching experience. Whereas for promotion from Senior Grade to Selection Grade, a senior scale Assistant Professor needs five years' of experience", they said, adding that the faculty member, who joined department in 2007, if he would have without Ph.D, then in 2013, he had got promotion to Senior Scale and s/he would only able to get promotion to Selection grade in 2018.
In this way, those more than 500 Assistant Professors who had joined department in 2007, 2009, 2012, would have to furnish the API Score, which was injustice with them, they said, adding that department has adopted these guidelines without taking into consideration Assistant Professors, whereas Associate Professors were given benefit on pro-rata basis and they were quite satisfied with the new norms.
"In the meeting with Higher education department, the delegation of faculty members were led by Associate Professors, whose interests were taken into consideration by department but not the interests of Assistant Professors, who were badly hurt", another AP said, adding that over one fifty APs today called a meeting at Jammu University in which College Teachers Association Jammu wing president DS Manhas was also present and he assured that he would take up the matter with higher education department for redressal.
