Jammu, Jan 23: The proposed water supply scheme from Naigad to Kishtwar town has come under scanner, with insiders alleging that main gravity line pipes are not being laid as per the specified depth in the Detailed Project Report (DPR).
However, Executive Engineer of Kishtwar Hydraulic Division, Abdul Wahid Zargar refuted all the allegations.
According to sources, to supply of potable water to Kishtwar town, a Detailed Project Report (DPR) was submitted for construction of a water supply scheme, which will bring water from Naigad to Kishtwar town. "The total cost of project is over Rs 50 Crore and at present the work on laying of gravity line pipes (main supply lines) has been undergoing. As per the DPR submitted by department, the specified depth to lay the gravity pipes, is above 2 feet deep but in many places, this specification is violated", sources alleged.
They alleged that at some places, the contractor has just placed pipes at a few centimetres deep and there was a huge scam undergoing in the department. "The contractor has been laying the gravity lines in violation of the specifications as per the DPR and that too in connivance of some of the officials of the Public Health Engineering department", sources alleged, adding that the contractor would ultimately get all his funds from the department and in the long run the public would suffer. "The contractor has to run the scheme for one year after its beginning but if the department would fail to monitor the ongoing work, it will ultimately benefit the contractor and in the long run the public will suffer", the sources alleged, adding that the work on laying of gravity line pipes has been going on in remote areas, where none of the official inspects the work and raises question over the violation of any specification. Executive Engineer of Kishtwar Abdul Wahid Zargar refuted all the allegations and said that the project was implemented under a special scheme, according to which the contractor has to run the scheme for one more year after the beginning of the water supply scheme.
He said that the work on laying of gravity pipes was undergoing in very tough terrain of Himalayas and work was being done by the contractor as per the DPR.
