Jammu, Mar 6: While questioning the wisdom of Chancellor of the Jammu University, NN Vohra, the Jammu Youth Forum (JYF) has urged the Chancellor to wake up from deep slumber and immediately set the things right in Jammu University.
Activist of Jammu Youth Forum today strong protest against Prof Ramji Dass Sharma didn't initiate any action against Ex-Rector Kathua Campus till date.
It's approximately Seven month time since the swindle related to a serious financial irregularity, but the Vice Chancellor of JU Prof Ramji Dass Sharma has failed to take action against the Ex-Rector Kathua Campus and present Dir CDC.
Addressing a gathering here today, Jammu Youth Forum (JYF) president Deepak Kumar alleged that then Rector Kathua Campus Prof Rajni Kant made a payment of Rs. 11.7 lakh on July 12, 2017 from funds which had lapsed two years back, adding that Rs. 77 crore of Rs. 125 crore meant of development of offsite campuses of University of Jammu had lapsed by 31th March 2015.
"The then Rector Kathua Campus Prof Rajni Kant breaks of financial code by making payment in favour of a contractor out of funds that lapsed in March 2015. At that time, University administration had sought permission from MHRD, Pro-Chancellor and Chancellor of the University to get extended period for utilization but due to no response from concerned quarter, no further development could take place," he explained. He elaborated that the 81st University Council of Jammu University dated October 20, 2016 under Item No: 81.25 considered and resolved regarding the Uniform Policy for all the offsite campuses.
According to resolution, "The grants pertaining to the Capital Account and Self-Financing Courses shall be processed through the Registry and the Grants under the Revenue Account and the other local funds shall be operated by the respective Rectors/Directors by following the financial code/norms and the University Statutes at their own level."
It is clear from the Council Resolution that then Rector Kathua Campus has willfully dishonored the established norm with the active support of Vice Chancellor Prof Ramji Dass Sharma, he further said and alleged that the contractor to whom payment was made have paid handsome commission to the said official for releasing the said amount.
Deepak demanded the Governor and the Chief Minister to take cognizance of the serious financial misappropriation committed by the said authority and the subsequent inaction on the part of the Vice Chancellor.
