No to autonomy

It is not for nothing that Shakespeare has said, "A rose smells that same if called by any other name." The same holds good for the controversial jargon of autonomy propounded by N.C patron and former CM of the state Dr. Farooq Abdullah. Decentralization of powers and devolution of authority is the essence or the core of a democratic functioning and governance. Devolution of powers is a natural of corollary of a federal democratic step up. A federation cannot work unless and until the federating units do not have some freedom to make their own decisions in accordance with the particular needs and circumstances of the federating unit. But so far as the state of J&K is concerned it is known as the crown of India. The ex-foreign minister of India late Jaswant Singh has called Kashmir as the core of the Indian nationhood. J&K is the only state of India union which enjoys more authority, more privileges, preferences and what not? To ask for further autonomy is thus absurd, misleading and is nothing but hoodwinking the gullible masses of the state. J&K has got more powers and a preferential treatment as compared to any other state of Indian federal step up. We are already enjoying extraordinary powers and there is no need and necessity of conferring more powers to this sensitiv border state. The people of J&K (read Kashmir) are the masters of their destiny and they can make or mar a government. We have got a special status by virtue of article 370 of the constitution of India. Therefore J&K is not an equal state as compared to other states of Indian union but it is more than equal. This more than equal status given to the state is one of the basic infirmity of the Indian constitution. It is the root cause of alienation and separatism. It is a psychological and emotional wall between J&K state and the rest of India. Article 370 is one of the great blunders which our national leaders had committed in the past to present themselves as secular champions of the masses. Thus article 370 of the constitution of India must go lock, stock and barrel. J&K legislature and executive has got unparalled and unbridled powers as per article 370 and if government of India will pile further more and more powers to J&K, it will lead to a situation of semi-independence of the state and this is unacceptable to the people of J&K barring miniscule number of sunni Muslims of the valley. Autonomy, greater autonomy, self rule, demilitarization, Dixon plan, Musharraf formula, Katwhari formula, Wajahat model etc are more or less same and these are all stepping stones to secession and freedom. It is unacceptable to the people of the country as a whole. Autonomy or greater autonomy is nothing short of legalizing secession and is a machination of N.C and its supporters to deceive the divided national leadership and attain what is unattainable. Thus what could not be attained with bullets and mayhem is sort to be achieved by autonomy which is a polished variant of secession and aazadi. Freedom of working, freedom of decision making and freedom of governance should be with some restrictions. Absolute freedom is savagery and negates the very essence of democracy. As there are checks and balances American democracy, so we should also have checks and balances so that all federating units work in unison for the development and integrity of the nation. This is the essence of India being unitary in spirit and federal in character. So what is required in J&K is accountability, good governance and prompt delivery system so that the commoner feels sigh of relief, otherwise there is no difference between democracy and authoritarian rule and dynastic hegemony. The rulers, politicians, bureaucracy and the lower rung employees should work for solving the problems and difficulties of the people without discrimination of any sort. Therefore the problem of the present crisis in J&K also lies in addressing the problems of the people on priority basis and not in autonomy, self rule and demilitarization which are the empty slogans of politicians to deceive the innocent people of J&K and the central leaders. These emotional slogans are used to raise passions and sentiments in the gullible masses with an eye on votes. The people in general should understand the machinations of greedy politicians and teach them a lesson. Greater autonomy thus is not needed as J&K already enjoys unlimited and more or less absolute powers under the state's own constitution. In fact, separate constitution, separate flag and separate status granted to this state under article 370 has contributed in no less measure to the alienation of the J&K people from national mainstream. These special provisions and legal status had added fuel to the fire engineered and actively supported by Pak trained Islamic terrorists and Jehahis of all hues. So New Delhi should not make any soft and weak gesture towards uncalled for, ridiculous and paradoxical demands of self style leaders of J&K. There is great need for the supreme court of India, Auditor and comptroller general of India, Election Commission of India and article 365 of the Indian constitution empowering the president to proclaim the presidential or governor's rule. The shia muslims, Gujjars and Bakarwalas Sikhs, Kashmiri speaking Dogra Rajputs and to top it all Kashmiri pandits, Jammuites and Ladakhis do not want any autonomy as they are of the firm opinion that J&K enjoys more autonomy than all the states of Indian union put together. Greater autonomy will ultimately lead to separatism and secession which no same Indian will permit. Greater autonomy is the slogan and dream of those who want to become kings and sultans with unlimited powers and prerogatives without any accountability. Autonomy is a device to communalize the situation and cleanse all non-muslims from the valley. So the central government should not accept such demands. Need of the time is to break superficial and artificial walls created by article 370 of the Indian constitution and link the misguided youths of the J&K with national mainstream. Non muslim minorities cannot live with dignity and pride in a dispensation with a greater autonomy. Therefore rulers should not shower more perks, preferences, privileges, power and authority to J&K which is already overburdened with enough authority and powers to rule the state. Acceptance of greater autonomy will lead to a situation of no return with serious ramifications and adverse consequences for the integrity, unity and sovereignty of the country. Is autonomy needed for more mismanagement, more mall practices, and more misappropriation of the funds released by the centre? CAG had castigated the J&K government a number of times for financial irregularities and further autonomy is a device and a tactic to spent funds without any accountability which will lead to economic mismanagement. This in the ultimate analysis will lead to separatism and secession. Greater autonomy resolution passed earlier by NC government has been rejected by the then Vajapayee govt and now national conference patron Farooq Abdullah is again pleading for his favorite theme of autonomy and the central government should not accede to this demand for the larger interests of the state and the country.
