'Lal batti' use continues in JK

Early Times Report

Jammu, May 19: It seems there is no end to 'VVIP culture' in Jammu and Kashmir. For example, a Sub Divisional Magistrate (SDM) posted in Jammu continues to use 'Lal batti' (red beacon) on his official vehicle despite a country-wide ban on the practice. This practice is not specific to SDM only but several bureaucrate in State Government as well as in Central Government continue to misuse their official position despite the direction from the higher ups. Mostly these bureaucrates doesn’t care for rules and regulations imposed by the government and they continue to use “Lal Batti” on their official vehicles. In 2017, Prime Minister Narendra Modi had imposed a ban on the use of red lights on official vehicles. The PM, on April 19, 2017, in his tweet stated: "Every Indian is special, Every Indian is a VIP." But bureaucrats and politicians in Jammu and Kashmir are audaciously violating the PM's orders.
The SDM in question not only uses 'lal batti' on his official vehicle but the vehicle does not have a number plate, in violation of the Motor Vehicles rules.
Rules state that no person can ride a vehicle without registration number plate. It is a punishable offence under Section 39 (1) of Motor Vehicles Act, which empowers the RTO to impose a fine. But the Motor Vehicle Department appears in a deep slumber or the officials concerned do not muster courage to take the erring SDM to task. "Are rules meant for common people only?" asked a medical student. "If bureaucrats and politicians violate the rules, how can we expect common masses to show respect and honour for these rules?"
