CIC directs PSC to provide info under RTI

Srinagar, June 21: State Chief Information Commissioner (CIC) has directed the Public Service Commission (PSC) to reveal information / details to an aggrieved job aspirant regarding selection of 10 + 2 Urdu lecturers. The information was earlier denied by the PSC which prompted the aggrieved to file an appeal before State Information Commission.
Details available with Early Times reveal that an aggrieved job aspirant namely Heena Hanief Mir filed an RTI application dated 28-11-2017 with the Public Information Officer (PIO) of J&K Public Service Commission (PSC) , seeking details of marks obtained by the applicant in the written test for the post of 10+2 lecturer in Urdu. Information seeker also sought details of the candidates who qualified in the written test and those who were disqualified in the written test along with final selection list of the candidates who have been selected for the said post.
The RTI application was responded by the PIO, J&K PSC vide communication dated 21-12-2017, stating that the information sought for can be accessed through J&K PSCs official website. Aggrieved by the PIO's response, the appellant filed first and subsequently the second appeal before the CIC.
CIC in his order ruled that PIO, J&K PSC should have provided the givable information and also offered inspection of the website. The PIO could have even downloaded the requisite information in the form of hard copy and dispatched to the appellant.
In view of the above, the PIO was directed to provide all the information to the appellant as sought for by her barring third party information of the other candidates for example qualification or degree certificates, OMR Sheets or Answer Sheets etc. Names of candidates who have qualified the written test and those who have not qualified can be given and also the final selection list. The needful may be done within 15 days from the date of the receipt of this order.
