JAMMU, June 22: State Vigilance Organisation (SVO) Jammu booked a junior engineer, engaged with SSA Doda. According to press release, a case under FIR No. 18/2018 under section 5(1) (d) r/w section 5(2) J&K P.C Act Svt. 2006 and 120-B RPC was registered in PS VOJ against Mubashar Ahmed then JE Sarv Shiksha Abhyaan District Doda and Beneficiary contractor Romesh Kumar and others. The case was registered on the basis of a verification No.UD-59/2016 conducted by vigilance organization UDKR wing into the allegations that the building of Government Middle School Mohra Gun-Behota, which has been upgraded from upper Primary School, is being constructed in violation of SSA norms, specifications and guidelines, proposed site plan has been changed, sub-standard material is being used and the construction is being furthered on plinth of very low level etc. During the course of verification, it surfaced that the construction of said school building was raised during the period 2010-2014 upto plinth level only. The said construction upto plinth level has been found of substandard under specification quality, and unsafe for further construction of a school building upon the same. It has too been found during verification that for said part of construction an amount of Rs.1,90,000/- has been disbursed in favour of contractor namely Romesh Kumar S/O Pramu Bhagat R/O Village Gun Panchayat Loga Behota, Tehsil Goha Marmat District Doda to whom the work of construction had been allotted. Verification further revealed that the then JE SSA concerned namely Mubashar Ahmed ,who has not even maintained the M.Book or record of construction, under a conspiracy hatched with the contractor, dishonestly and fraudulently issued certificate of completion upto plinth level as satisfactory for sub-standard and under specification construction and thus facilitated the disbursement of payment in favour of contractor Romesh Kumar, which resulted wrongful gain to the beneficiary contractor and loss to the state exchequer. By acting in this manner the then JE SSA namely Mubashar Ahmed under a well knit conspiracy with the contractor namely Romesh Kumar and by abuse of his official position issued certificate of completion of School building of plinth level as satisfactory which actually is of substandard quality and is unsafe for further construction, thus conferred undue benefit to the beneficiary contractor and corresponding loss to the state exchequer. The investigation of the case has been taken-up.
