POONCH, June 24: A major scam worth crores is likely to be detected in PWD Divisions of Poonch and Rajouri wherein both the Executive Engineers of PWD Poonch and Rajouri played truant by murdering J&K RTI act by providing wrong and incomplete information to an applicant. Pertinent to mention here that a RTI applicant approached XEns PWD Rajouri, Poonch and Nowshera and sought complete list of completion of works in last two financial years with copies of bill passed and photographs of works. The said applicant also sought details of cheques issued by all the Executive Engineers during the last two financial years. The applicant also sought details of payments made in all schemes by all the concerned officers. Surprisingly, all the three officers ignored RTI applicant, as a result, the applicant approached Superintending Engineer Rajouri Poonch circle Er Abdul Majeed Khan and the latter issued directions twice to Executive Engineers to appear in first appeal but XEns PWD Poonch and Nowshera preferred to stay away fearing exposure of their misdeeds. Whereas XEn PWD Rajouri Mushtaq Ahmed Raina appeared before SE PWD Rajouri and Poonch and said, "I have limited staff and I cannot give information. Applicant is requested to visit my office and check the record." By giving such a statement, XEn PWD Rajouri ignored the rules mentioned in J&K RTI Act. Later, the same XEn sought ten days time. In a major shocker, XEn PWD Poonch provided nearly 100 photo state copies of "NOTICE INVITING TENDERS" and preferred to hide major information thereby the official completely breached the trust. When the applicant rang XEn PWD, he said, 'Mujeh nahi pata RTI reply kisne diya hai". This statement shows that some AEEs and JEs tried to misguide RTI applicant by giving him incomplete and totally wrong information. This act of PWD Poonch and Rajouri clearly showed that a major scam in several crores had taken place in PWD and that's why PWD murdered the RTI act by providing wrong and false information to the applicant.
