JKSPDC's attached 'blue-eyed' official gets 'undue' favours

Jammu, July 11: A Deputy General Manager of JKSPDC has managed a plum posting as attached official for last almost 16 years from his parent department, that is, Public Health and Engineering (PHE).
If sources are to be believed, four years ago Mohammad Hussain Teli, the Deputy General Manager (Civils) Corporate Office JKSPDC, was shifted back to his parent department by the then Commissioner Secretary Power, Sandeep Naik due to his controversial behaviour.
But Teli managed his posting back to JKSPDC since he was 'blue eyed boy' of various officers who gave him the prime position of Deputy General Manager although he was junior to many as he was mere JE from PHE's hydraulic wing.
Sources further claimed that his controversial character and his closeness to the incumbent MD can be gauged from the fact that before going on his foreign study leave the incumbent MD bestowed upon Teli the promotion and additional charge of CI&D division JKSPDC Sopore as Executive Engineer.
"This office order has been issued after MD's departure with copy to Chief Engineer in hand writing which casts a doubt on the genuineness of the order", alleged an official of the department pleading anonymity.
Further, there are three officers who are senior in grade and designation to Teli in the Sopore division, but Teli has been granted additional charge 50 km from his already present office, said sources.
The main reason for giving additional charge to Teli is DPR's amounting to Rs. 50 lacs and above have been granted to the CI&D Sopore division.
It is very strange that how Teli has managed almost 16 years away from his parent department with the blessings and support of his 'Godfather'. Also this additional charge order has to be investigated on the grounds that he is holding two important positions despite being junior and a non-performer which was why the Sawalkote power project has been entangled in so many controversies that the PMO has initiated an enquiry report from the JKSPDC on the delay in implementation of Sawalkote power project.
The incapability of Teli in handling the Sawalkote power project was rewarded by the incumbent MD by giving him promotion and additional charge of CI&D Sopore division.
Sources further claimed that Teli was appointed a committee member in fact finding committee for releasing of earnest money/Security deposit/Performance Guarantee bond, Balance payments and Machinery of M/S Bishamber Dass Rabinder Nath Anand, contractors for execution and completion of various works laying pending with the office of the then DFA & CAO, now Chief Pay and Accounts Office, Lower Jhelum Hydel Project, Baramulla, J&K State.
Whereas per order of MD office vide order no. 304 dated January 1 of 2018, Tali denied to signed the fact finding report and kept the fact finding report abeyance owing to unknown reasons for almost five months.
