Early Times Report

Jammu, July 12: An Assistant Executive Engineer in Poonch R&B Department is functioning like a monarch, as he is posted in the same division for last 25 years.
In his sub-division backdoor works are being allotted to his favourite contractors. "Due to his overstay for more than 25 years, the AEE himself has became a contractor, as he has 60 percent share in the most of works executed by PWD, R&B in the division," sources within the department informed, adding that he is also know for departmental works under his jurisdiction.
"His power can be gauged from the fact that e-tendering, even manual tendering system has not been introduced by him", they said and added that he is draining public money into his black 'den'.
"Even if a work starts through tender, the AEE plays technical game and approves more amount for the works than allotted one", sources said, adding that the AEE has turned into 'smart' entrepreneur and has two houses in Poonch worth at least 15 crores rupees.
"Works on his palatial houses begun in 2006 and is still going on", sources said, adding that no one other than him in his family is in government service or has any business.
Sources said the AEE has Toyota SUV worth over Rs 30 lacs. "It was expected that during Governor's administration this AEE may be taken to task for holding disproportionate assets. But he has escaped like in the past", they said and added that on Thursday, Commissioner Secretary, PWD, R&B visited Poonch and, astonishingly, the AEE once again escaped untarnished.
